On roll call vote, motion carried unanimously. <br /> <br />FAIR ASSOCIATION, Dele~_atos to ~tate Fair annual meetin9 MOTION, passed <br /> Mr. Ness moved and Mrs. Schneider seconded to appoint Roy Faught, <br /> Lois Sullivan and Tim Clark as Cass County delegates to the 1996 State <br /> Fair Association annual meeting scheduled for November 21, 1996 at <br /> the Radisson Hotel in Bismarck. On roll call vote, motion carried <br /> unanimously. <br /> <br />BUDGET FOR 1997, Adopted <br />Michael Montplaisir, County Auditor, provided copies of a budget summary showing the current <br />1997 budget proposal at 61.68 mills for total general and special levies, a reduction of 2.8 mills <br />from the 1996 levy. He said most of the county departments were reviewed with the Finance <br />Committee, and most of the outside agencies were reviewed by the Commission. Mrs. Toussaint <br />asked for any budget changes from members of the Commission. MOTION, passed <br /> Mrs. Schneider moved and Mr. Ness seconded to adopt the following <br /> 1997 budget changes: 1) reduce practice ammunition by $500 for the <br /> tactical team (TACT); 2) reduce TACT investigations from $7,800 to <br /> $4,200; eliminate salary for new gang officer in the amount of $34,693; <br /> reduce jail overtime salaries from $40,000 to $34,000; eliminate salary <br /> of $17,550 for part-time jail nurse and implement a time study, looking <br /> at the possibility of contracting with Fargo Cass Public Health on a <br /> part-time basis; funding Lake Agassiz Regional Council at $10,000; and <br /> funding U.S. Customs at $29,000. <br /> Discussion: Mr. Wieland suggested putting money in the budget for <br /> contracting the services of a part-time jail nurse, however, Mr. Ness <br /> said the service could be paid from the county contingency fund after <br /> determining the needs through the time study. Sheriff Don Rudnick <br /> addressed the Commission at this time. He made the following points: <br /> budget for practice ammunition for the TACT team at $$00 should be <br /> sufficient; TACT investigations included $3,600 for equipment; a grant <br /> was approved last week for the gang officer salary, with the county <br /> share being approximately $8,000; recommend no less than $34,000 for <br /> jail overtime because that line item pays for holidays for jail staff; jail <br /> staff contacted Fargo-Cass Public Health about contracting for nursing <br /> services on a part-time basis and the cost would be $181hour or about <br /> $13,000 per year. Mr. Wieland asked commissioners to reconsider <br /> budget amounts for the TACT team investigations and gang officer <br /> salary. A question was raised whether or not the gang officer position <br /> could be eliminated at the end of the three-year grant if the county <br /> could not fund the new position at 100% local funds.
