10. <br /> <br />11. <br /> <br />Commission Minutes--September 16, 1996 1514 <br /> <br />LOST <br /> <br />INSTRUMENT BONDS, Bradco; Title Company; and Ruth Bur_es: Lynette Amel <br />MOTION, passed <br />Mrs. Schneider moved and Mr. Wieland seconded to receive and file <br />Indemnity Bonds on Lost Instrument for Bradco Restoration; Title <br />Company; Ruth Burges; and Lynette Amel; and authorize the county <br />treasurer and the county auditor to issue duplicate checks. On roll call <br />vote, motion carried unanimously. <br /> <br />ROAD DEPARTMENT, Motor grader advertisement MOTION, passed <br /> Mrs. Schneider moved and Mr. Wieland seconded to authorize County <br /> Engineer, Keith Berndt, to advertise for bids to sell one county-owned <br /> motor grader. On roll call vote, motion carried unanimously. <br /> <br />ABATEMENT APPLICATION, Approved for Leonard Airport MOTION, passed <br /> Mrs. Schneider moved and Mr. Wieland seconded that Abatement No. <br /> 4017 and No. 4018 be approved as presented, as recommended by the <br /> City of Leonard and the Director of Equalization, Francis Klein. On roll <br /> call vote, motion carried unanimously. <br /> <br />VETERANS SERVICE, Transportation approved for medical treatment <br /> MOTION, passed <br /> Mrs. Schneider moved and Mr. Wieland seconded to authorize an <br /> expenditure up to $3,000, from the county contingency fund, for the <br /> transportation of a Cass County veteran from a St. Cloud, MN hospital <br /> to a Hot Springs, SD hospital for additional treatment. Transportation <br /> will be provided by the Cass County Sheriff's Department. On roll call <br /> vote, motion carried unanimously. <br /> <br />HEARING ON 1997 COUNTY BUDGET, Next budget meeting to be held September 30 <br />A public hearing was advertised for this date, time and place on the 1997 Cass County budget. <br />Mrs. Toussaint said the preliminary 1997 budget was approved on September 3, 1996, and the <br />mill levy was set at 62.8 mills. She invited comments from the public at this time. <br /> <br />Jim McLaughlin, Southeast Cass Water Resource District, expressed concern about timeliness <br />in publishing said notice of hearing in the local newspaper and content of the budget notice. <br />County Auditor, Michael Montplaisir, said it takes one week of lead time to publish a notice in the <br />legal section of the official county newspaper, The Forum. Therefore, today was the first <br />opportunity he had for publishing the notice after the preliminary budget was approved. <br />Recognizing that, this notice was also published last Wednesday in the "public notice" section <br />of The Forum. Mr. Montplaisir said the content of the notice is in accordance with State law. <br /> <br />Mr. McLaughlin was also concerned that the Southeast Cass Water Resource budget request <br />was changed to three mills. Without four mills, he said they will not have enough money to satisfy <br />residents in the district who need help. Aisc speaking in favor of levying four mills because of <br />concerns over Sheyenne River flooding were Jeff Harmon, Treasurer of the Lower Sheyenne <br />River Flood Protection District, and Doug Christianson, who lives near Kindred. <br /> <br /> <br />
