<br /> WHEREAS, the Board of Cass County Commissioners has learned of the death of
<br />Duane Hoehn of West Fargo, North Dakota; and
<br />
<br /> WHEREAS, Duane Hoehn worked for Cass County Government some 19 years, during
<br />which time he served as Cass County Auditor from 1971-1983.
<br />
<br /> THEREFORE, BE IT RESOLVED, That the Board of Commissioners of Cass County,
<br />North Dakota, does hereby express its heartfelt condolences to the family of the late Duane
<br />Hoehn.
<br />
<br /> BE IT FURTHER RESOLVED, That this resolution be inscribed upon the permanent
<br />records of the proceedings of the Board of County Commissioners and a copy forwarded to
<br />his family.

<br />RESOLUTIONS #1996-13, 14, 15, 16, 17, Street Improvement District #96-1 for Forest
<br />River. Forest River 2nd and 3rd. Chrisan and Chrisan Glen Subdivisions
<br />Attorney Daniel Twichell submitted additional documents for Street Improvement District No.
<br />96-1, which include the following: 1) letter from the Stanley Township Board of Supervisors
<br />approving the resurfacing project providing the cost of maintenance and repair of said streets
<br />and street drains, excluding snow removal, shall not be the responsibility of Stanley Township;
<br />2) letter from Ulteig Engineers, Inc., concerning percentages of landowners favoring the
<br />project, calculated by lot owners and by lot areas; 3) petition containing four additional
<br />signatures; and 4) a revised property description of the district to be attached to the resolution
<br />creating the street improvement district, said revised description eliminating three lots in the
<br />southeast portion of Forest River which were not buildable. Commissioners also received a
<br />map of the subdivisions included in the special assessment district from Dick Anderson, Ulteig
<br />Engineers. David McNair was also present representing the subdivisions in this project.

<br />Mr. Eckert asked when the contract would be awarded, and Mr. Twichell said construction will
<br />take place in September or October. Mr. Ness was concerned about roadway standards, and
<br />Mr. Anderson said Ulteig Engineers will be working with Keith Berndt, Cass County Engineer,
<br />to be sure the completed roads are not substandard in any way. MOTION, passed
<br /> Mr. Ness moved and Mr. Wieland seconded to authorize the
<br /> chairman and the county auditor to sign the following resolutions
<br /> regarding Street Improvement District No. 96-1, which includes the
<br /> Subdivisions of Forest River, Forest River Second, Forest River
<br /> Third, Chrisan and Chrisan Glen: Resolution #1996-13 Creating
<br /> Street Improvement District #96-1 of the County of Cass, North
<br /> Dakota; Resolution #1996-14 Directing Engineer to Prepare Report;
<br /> Resolution #1996-15 Approving Engineer's Report; Resolution
<br /> #1996-16 Directing Engineer to Prepare Plans and Specifications;
<br /> and Resolution #1996-17 Declaring Petition for Improvement Has
<br /> Been Received. On roll call vote, motion carried unanimously.

<br />FINAL PLAT APPROVAL, Revised Plat of Brink's Third Subdivision
<br />County Planner, Joel Quanbeck, presented a revision of a plat, Brink's Third Subdivision,
<br />already approved by the county. At the time that the plat was first filed, one of the parcels was
<br />not current on the taxes, and Mr. Quanbeck worked with State's Attorney, John Goff, on how
<br />to proceed.
