Commission Minutes-July 1, 1996 1490 <br /> <br />STATE'S ATTORNEY, Out-of-state travel for Victim Witness Coordinator <br /> MOTION, passed <br /> Mr. Ness moved and Mrs. Schneider seconded to approve out-of- <br /> state travel for Julie Hough to attend the National Victim Assistance <br /> Academy to be held at California State University-Fresno on July 14- <br /> 19, 1996. On roll call vote, motion carried unanimously. <br /> <br />aw <br /> <br />LOST INSTRUMENT BONDS, Hunter Fire; Eileen Lyman: FBS Mortqa_~e <br /> MOTION, passed <br /> Mr. Ness moved and Mrs. Schneider seconded to receive and file <br /> Indemnity Bonds on Lost Instrument for Hunter Fire Protection, <br /> Eileen Lyman and FBS Mortgage; and authorize the county treasurer <br /> and the county auditor to issue duplicate checks. On roll call vote, <br /> motion carried unanimously. <br /> <br />COMMISSION POLICY MANUAL, Amend Section 27.00, Special Assessment District <br /> MOTION, passed <br /> Mr. Ness moved and Mrs. Schneider seconded to amend Cass <br /> County Commission Policy Manual Section 27.00, Special <br /> Assessment Districts, to add the following language, "If, however, <br /> 80% of the lots in the special assessment district are developed, <br /> either by residential or business structures, the deposit on <br /> unimproved lots shall not be required." On roll call vote, motion <br /> carried unanimously. <br /> <br />10. <br /> <br />PERSONNEL OVERVIEW COMMITTEE, Ratify action of June 17, 1996 <br /> MOTION, passed <br /> Mr. Ness moved and Mrs. Schneider seconded to ratify Personnel <br /> Overview Committee action of June 17, 1996 amending Cass County <br /> Personnel Policy Manual Section 3.10, Personal Communications, <br /> by including policy on E-Mail and Voice Mail. On roll call vote, <br /> motion carried unanimously. <br /> <br />11. <br /> <br />CONTRACT APPROVAL, Northern Improvement; Vector Control acjreements <br /> MOTION, passed <br /> Mr. Ness moved and Mrs. Schneider seconded to approve the <br /> following contracts submitted by respective department head and <br /> portfolio commissioner, subject to State's Attorney approval; and <br /> authorize the chairman to sign: Northern Improvement Co. for <br /> school crossing improvements; Cass County Vector Control <br /> agreements with the cities of Arthur, West Fargo, Horace, Casselton, <br /> Harwood and Davenport. On roll call vote, motion carried <br /> unanimously. <br /> <br />12. <br /> <br />RESOLUTION #1996-12, Condolences to family of Duane Hoehn <br /> MOTION, passed <br /> Mr. Wieland moved and Mr. Ness seconded to adopt the following <br /> resolution of condolence to the family of Duane Hoehn, former Cass <br /> County Auditor.
