15. <br /> <br />16. <br /> <br />17. <br /> <br />Commission Minutes-July 1, 1996 1492 <br /> <br />MOTION, passed <br />Mr. Wieland moved and Mrs. Schneider seconded that the Cass <br />County Board of Commissioners grant Final Plat approval to Brinks <br />Third Subdivision, NE% of Section 18, Township 138N, Range 49W <br />in Cass County, North Dakota, subject to the review and approval of <br />the Cass County State's Attorney. On roll call vote, motion carried <br />unanimously. <br /> <br />WORKER'S COMPENSATION, Risk Mana~jement Plan MOTION, passed <br /> Mr. Wieland moved and Mr. Eckert seconded to authorize an <br /> expenditure of $3,750 from the county contingency fund for the <br /> purpose of implementing a safety plan through the North Dakota <br /> Association of Counties for the remaining 1996 calendar year in <br /> order to prepare Cass County for the Workers Compensation audit <br /> and subsequent awarding of the 5% premium discount for 1997. On <br /> roll call vote, motion carried unanimously. <br /> <br />VOUCHERS, Approved MOTION, passed <br /> Mr. Eckert moved and Mrs. Schneider seconded to approve <br /> Vouchers No. 89,971 through No. 91,201. On roll call vote, motion <br /> carried unanimously. <br /> <br />GANG RESISTANCE TASK FORCE; METRO COG DUES; WATER RESOURCE DISTRICT <br />STUDY; BUDGET GUIDELINES; VETERANS SERVICE OFFICE REPORT; EXTENSION <br />AGENT DEVELOPMENTAL LEAVE; EXTENSION ADVISORY COUNCIL MEETING; <br />VECTOR AND WEED CONTROL UPDATE, Committee reports <br />Mr. Eckert attended a meeting of the Metropolitan Gang Resistance Community Task Force <br />last week. <br /> <br />Mr. Wieland reported that the Fargo-Moorhead Metropolitan Council of Governments budget <br />request will be increased for next year because they anticipate a revenue shortfall due, in part, <br />to a change in federal government funding. They are showing some fiscal responsibility in <br />that they plan to eliminate one position from the payroll, he said. <br /> <br />The Water Resource District study committee concluded their meetings on June 25, 1996, and <br />Mr. Wieland asked to place it on the next commission agenda for information purposes. A <br />suggestion was made to hold a public hearing on the committee's recommendations, and that <br />it be held in conjunction with the annual Fall Township Officer's Association meeting in <br />Casselton. <br /> <br />Mr. Montplaisir asked for consensus from the commissioners on what to use for a salary figure <br />in preparing 1997 county budget requests. He said county department heads recommend a <br />3% cost of living allowance for preliminary budget purposes, and commissioners were in <br />agreement to use that figure. <br /> <br />Mrs. Schneider provided copies of a report to commissioners from Kathy Hogan and James <br />Brent regarding Veterans Service Office activities. <br /> <br /> <br />
