Commission Minutes--June 17, 1996 1487 <br /> <br />16. <br /> <br />RESOLUTION #1996-11 OF CONDOLENCE; WORKER'S COMPENSATION ADVISORY <br />COMMITTEE; CLEAN WATER ACTION INVESTIGATION; HOME RULE ORDINANCE <br />PROPOSAL; FEDERAL AID DESIGNATION OF APPLICANT AGENT; GANG RESISTANCE <br />TASK FORCE, Committee reports <br /> <br />MOTION, passed <br />Mr. Wieland moved and Mr. Ness seconded to adopt Resolution #1996- <br />11 as follows: BE IT RESOLVED, that the Board of County <br />Commissioners, on behalf of the citizens of Cass County, express <br />sincere sympathy to the family of Morton County Commissioner, <br />Michael Schaaf, who passed away last week. Motion carried. <br /> <br />Mr. Wieland reported that he was asked to serve on a North Dakota Association of Counties <br />Worker's Compensation Advisory Committee. County Coordinator, Bonnie Johnson, said a <br />proposal will be made at the next meeting of the Cass County Board of Commissioners for <br />implementation of a Risk Management Plan through the Worker's Compensation program. <br /> <br />Mr. Wieland asked if Mrs. Schneider ever received the information she requested concerning the <br />Clean Water Action organization, and she responded they did not answer all of her questions. <br /> MOTION, passed <br /> Mr. Wieland moved and Mr. Eckert seconded to request an Attorney <br /> General's Office investigation of Clean Water Action, the group <br /> responsible for soliciting hundreds of letters from citizens to county <br /> commissioners regarding Garrison Diversion Conservancy District <br /> funding. Motion carried. <br /> <br />Mrs. Toussaint received a response from Sheriff Don Rudnick to her request for input concerning <br />a letter from the City of Davenport, dated April 17, 1996, for consideration of a home rule <br />ordinance for control of dogs and cats in the county. The sheriff indicated his department <br />believes some type of ordinance is necessary; and hearing no objections, Mrs. Toussaint will ask <br />the Sheriff to proceed by requesting a copy of the City of Fargo ordinance and refer the <br />information to the State's Attorney to draft an ordinance for the Commission's consideration. <br /> <br />Mrs. Toussaint reported on signing a designation of applicant agent last week authorizing Keith <br />Berndt to execute application on behalf of Cass County Government and to file it with the North <br />Dakota Division of Emergency Management for the purpose of obtaining Federal financial <br />assistance under the Disaster Relief Act (Public Law 93-288 as amended). <br /> <br />A letter was received from Paul Marquart, Mayor of Dilworth, requesting that a representative from <br />the Cass County Board of Commissioners attend a Metropolitan Gang Resistance Network task <br />force meeting on June 25, 1996 at 4:00 PM at the Fargo City Commission Room. Mr. Eckert <br />volunteered to represent the Cass County Commission. <br /> <br />17. <br /> <br />CORRESPONDENCE, Received and filed MOTION, passed <br /> Mr. Ness moved and Mr. Wieland seconded to receive and file <br /> correspondence outlined by the secretary as follows: Motion carried. <br /> <br /> <br />
