18.

19.

Commission Minutes--June 17, 1996 1488

resolution from Fargo City Commission requesting Cass County to continue to levy three
mills for the Growth Initiative Fund and one mill for Fargo-Cass County Economic
Development Corporation operations for 1997;

letter from F. W. Pearson, Hunter, regarding leafy spurge control (referred to County
Engineer, Keith Berndt).

SENIOR CITIZENS, Rural bUS transportation
Everette Mattson, Casselton, asked to speak at this time concerning rural bus transportation for
senior citizens. A large delegation of Cass County residents were in attendance and discussion
was held on stipulations for use of the bus. County Auditor, Michael Montplaisir, said the State
Legislature passed a law whereby state and county funds for senior citizens would be used for
nutrition and educational programs, and specifically not for entertainment purposes. Therefore,
the county requested that the senior citizens use their bus, which was purchased with federal,
state and county dollars, within Cass and Clay Counties; and a bus could be chartered for their
recreational trips. Mr. Wieland said it is usually not the use of something, but the abuse of
something, that creates a problem, and Commissioners have to be good stewards of public funds.
Mrs. Toussaint said the Commission will revisit the bus transportation policy.

Commissioners thanked the group for attending the Commission meeting today and for the
refreshments which were provided.

ADJOURNMENT MOTION, passed
On motion by Mrs. Schneider and seconded by Mr. Wieland, the
meeting was adjourned about 4:46 PM.

ATTEST:

APPROVED:

Michael Mont~lai'sir J Audi~0r
Cass County, North Dakota

~'~aron Toussaint, Chairman
Cass County Board of Commissioners
