On roll call vote, motion carried unanimously. <br /> <br />CONTRACT APPROVAL, North Dakota Department of Transportation; Asphalt Surface <br />Technologies: Swanston Equipment <br />Mr. Eckert asked to move this item from the consent agenda to inquire about the bid price for the <br />paint striping machine being sold to Swanston Equipment by the Road Department, in conjunction <br />with Clay County. The sale price of the striping machine, $25,001, was included in a memorandum <br />from County Engineer Keith Berndt to Commissioners dated May 28, 1996. Mr. Berndt was also <br />present and said only one bid was received; and he feels fortunate to sell it for that price since the <br />equipment is becoming obsolete. Since the equipment was purchased with Clay County, the <br />proceeds of the sale will be divided between the two counties. MOTION, passed <br /> Mr. Eckert moved and Mr. Ness seconded to accept the bid from <br /> Swanston Equipment in the amount of $25,001 for sale of the paint <br /> striping machine owned jointly with Clay County; and to approve the <br /> following contracts submitted by respective department head and <br /> portfolio commissioner, subject to State's Attorney approval, and <br /> authorize the Chairman to sign: 1) North Dakota Department of <br /> Transportation for Casselton School crossing improvements, and 2) <br /> Asphalt Surface Technologies Corporation for seal coating county <br /> highway projects from the bid letting of May 16, 1996. On roll call vote, <br /> motion carried unanimously. <br /> <br />VOUCHERS, Approved MOTION, passed <br /> Mr. Wieland moved and Mrs. Schneider seconded to approve Vouchers <br /> No. 88,973 through No. 89,970. On roll call vote, motion carried <br /> unanimously. <br /> <br />TELEPHONE FRAUD, Data Processing Director reports unauthorized phone calls <br />Michael Steiner, Data Processing Director, was present to inform the Board that someone made <br />97 telephone calls to the Cass County Juvenile Detention Center over the past weekend <br />misrepresenting themselves as an AT&T technician and asking Detention Center staff to transfer <br />them to a specific number, which then gave them access to an international operator. Those <br />telephone calls, charged to Cass County government, were mostly made to South America and <br />total some $5-$10,000, according to Mr. Steiner. <br /> <br />Mr. Steiner said he has discussed this possible means of telephone fraud at department head <br />meetings annually, but employees were apparently not informed of the dangers of transferring to <br />these specific numbers. Mr. Ness asked about blocking out such numbers so this does not happen <br />again. Mr. Steiner said occasionally departments need to have the ability to dial an international <br />operator, such as Social Services, Sheriff's Office Investigations, and Child Support. For the few <br />times this would be needed, Commissioners suggested disabling these numbers. It was suggested <br />that this access be given only to those department heads where it is absolutely necessary. State's <br />Attorney John Goff said the Federal Drug Task Force may be interested in reviewing the list of <br />numbers which were called in South America once that list is available. <br /> <br /> <br />
