Commission Minutes--June 3, 1996 1480 <br /> <br />During that process, he would meet with the Eldred Township Board, who will then make a <br />recommendation to the Cass County Commission. <br /> <br />On this date, Mr. Klein received letters of appeal to the County Board of Equalization from three <br />property owners as follows: 1) Charles Anderson, Horace--Mr. Klein said no information was <br />provided showing why he feels the assessment is too high, therefore, it will be suggested that he <br />file an abatement application; 2) Robert and Vivian Bailly, Rapid City, SD for property located in <br />Cass County--Mr. Klein recommended no action be taken because the landowner does not reside <br />on the property; and 3) Merton Palmer, Ayr --Mr. Klein recommended no action be taken because <br />most of the valuations were established by the local assessor. <br /> <br />David Murphy also contacted Mr. Klein with some technical concerns on his property located in <br />Addison Township. Mr. Klein will review the matter and make a recommendation to the Board at <br />the June 17th meeting. <br /> <br />Mr. Klein will be sending additional notices of increase in assessment on properties throughout the <br />county where it was not justified to raise the entire township or city across the board. It was the <br />consensus of the Board to address those properties at the June 17th meeting. <br /> <br />With no further business to conduct at this time, the chairman recessed the Cass County Board <br />of Equalization until 3:30 PM on Monday, June 17, 1996. <br /> <br />14. <br /> <br />RESOLUTION #1996-9, MIDA bond financine_lElim Homes. Inc. <br />Mr. Eckert asked to move the MIDA bond financing resolutions from the consent agenda for <br />discussion. He wondered if these are for refinancing projects. Mrs. Toussaint said both the Elim <br />Home and Bethany Homes projects were approved for MIDA bond funding at the April 15, 1996 <br />meeting. The resolutions today authorize issuance of the bonds. MOTION, passed <br /> Mr. Eckert moved and Mrs. Schneider seconded to authorize the <br /> Chairman of the Cass County Board of Commissioners and the County <br /> Auditor to sign RESOLUTION #1996-9 RELATING TO ELIM HOMES, INC.; <br /> AUTHORIZING THE ISSUANCE OF NURSING HOME REFUNDING <br /> REVENUE NOTES (ELIM HOMES, INC.), SERIES 1996, AND APPROVING <br /> AND AUTHORIZING THE EXECUTION AND DELIVERY OF DOCUMENT <br /> RELATING THERETO. Resolution and accompanying documents were <br /> reviewed by the State's Attorney.
