21. <br /> <br />22. <br /> <br />Commission Minutes--May 6, 1996 1469 <br /> <br />by the State's Attorney's office to the motor pool; 2) allow the motor pool to 'purchase' one Crown <br />Victoria from the vehicles being sold from the Sheriff's fleet (for use by the State's Attorney <br />investigator position); and 3) to allow the motor pool to dispose of 10 vehicles (as listed in April <br />26th letter) by public auction because of their high operating expenses. A draft motor pool policy <br />was also included in the agenda packet for today's meeting. MOTION, passed <br /> Mr. Ness moved and Mr. Wieland seconded to reassign the vehicles <br /> currently used by the State's Attorney's Office to the motor pool; to <br /> allow the motor pool to "purchase" one Crown Victoria from the <br /> vehicles being sold from the Sheriff's fleet; and to allow the motor pool <br /> to auction the 10 vehicles noted at a public auction. Discussion: <br /> Concerning sale of the 10 vehicles, the county must sell them at public <br /> auction, and there are two options which include selling vehicles <br /> through Tri-State Auction Company or selling them at the next City of <br /> Fargo impound auction scheduled for July 13, 1996. State's Attorney <br /> John Goff asked if Commissioners received his letter of May 1, 1996, <br /> concerning State's Attorney investigator vehicles, and Commissioners <br /> said they received the letter. On roll call vote, the motion carried with <br /> four members voting "Aye"; and Mrs. Schneider opposing. <br /> <br />VOUCHERS, Approved MOTION, passed <br /> Mrs. Schneider moved and Mr. Wieland seconded to approve Vouchers <br /> No. 87,990 through No 88,972, with the exception of No. 88,883. On <br /> roll call vote, motion carried unanimously. <br /> <br />GARRISON DIVERSION/CLEAN WATER ACTION; HISTORIC REGISTRYISHEA SITE; <br />VETERAN'S SERVICE REPORT; ORDINANCE RELATING TO DOGS AND CATS REFERRED <br />TO SHERIFF'S DEPARTMENT; WEED CONTROL BOARD UPDATE, Committee reports <br />Mr. Wieland asked if Mrs. Schneider has received a response yet to her letter dated April 23, <br />1996, requesting information from Clean Water Action concerning their organization and a public <br />mailing encouraging citizens to ask their county commissioners to oppose Garrison Diversion. <br />About 60 letters have been received in the Commission Office to date from county residents <br />requesting that Cass County withdraw from the Garrison Diversion Conservancy District, to stop <br />paying taxes to the Garrison Diversion project, and to demand a refund of the taxes already paid. <br />Chairman Toussaint prepared a response explaining to these citizens that the Garrison Diversion <br />Conservancy District was established by the North Dakota Legislature and the residents' <br />concerns must be addressed by their local legislators. Cass County is included in the boundaries <br />of the District as defined by State law. Mrs. Schneider asked to place this item on the next <br />Commission agenda for further discussion because she believes Clean Water Action has given <br />some mis-information to the people on their mailing list. <br /> <br />Roger Shea provided some booklets to Mr. Wieland regarding nomination of the Shea Site near <br />Embden to the National Register of Historic Places. Mr. Wieland will share this information with <br />other Commissioners after he has reviewed it. The booklets will then be returned to Mr. Shea. <br />The County Commission received notification of the nomination and has an opportunity to <br />comment about the registration on or before the June 6, 1996, meeting in Bismarck of the State <br />Historical Society's Review Board. <br /> <br /> <br />
