Specifically, the request
is for up to $2,000 from Cass County Government toward the purchase of two enclosed sign
trailers to be used by any of the participating entities during a major traffic incident, such as a
traffic fatality or any other significant incident.

Chairman of that committee, Dennis Walaker of the City of Fargo, was also present at this time.
Mr. Ellingsberg said this project was not anticipated at budget time but requested the use of
emergency or contingency funds for Cass County's share of the project. County Auditor Michael
Montplaisir suggested using contingency funds rather than emergency funds for such an
expenditure. Mr. Walaker said his committee will set up a procedure on access to the equipment
and who will be authorized to use it. MOTION, passed
Mr. Ness moved and Mra. Schneider seconded to provide funding, not
to exceed $2,000, as Cass County's shara for two enclosed trailers in
which to house two emergency sign inventories; the funds to be paid
from county contingency funds. Mr. Montplaisir had a follow-up discussion with Dan Armbrust of Dawson Insurance
Agency about advantages and disadvantages to adding Valley Water Rescue to the County's
liability policy. Mr. Montplaisir said the county may consider increasing the liability limit from $1
million up to $2 million in August, when the next premium comes due. This would raise the
county's premium by about 10 per cent. MOTION, passed
Mr. Wieland moved and Mr. Eckert seconded to allow Valley Water
Rescue to be included on the county's liability insurance policy. On roll
call vote, motion carried unanimously.

VEHICLE SALES, Motor Pool policy
Mrs. Toussaint reported that the Motor Pool Committee last met on April 23, 1996 with only three
members present, those being Mike Montplaisir, Glenn Ellingsberg and herself.
Recommendations made at the last meeting have been presented to the Commissioners in a
letter from Mr. Montplaisir dated April 26, 1996, as follows: 1) reassign the vehicles currently used
