MOTION, passed <br /> In accordance with Cass County policy on MIDA bond financing, as well <br /> as following State guidelines and having individuals talk about the <br /> substantial detriment to their businesses, Mrs. Schneider moved and <br /> Mr. Ness seconded to not approve MIDA bond financing for the Fargo- <br /> Moorhead YMCA. Discussion: Mr. Ness and Mrs. Toussaint agreed with <br /> Mrs. Schneider's concems about following county policy and state law <br /> on this matter. Mr. Eckert sees a need for additional day care services <br /> due to growth in the Fargo and West Fargo areas, and because of that <br /> growth, he does not believe there would be unfair competition. Mr. <br /> Wieland is also concerned about the need for additional quality day <br /> care services, and does not believe there is unfair competition because <br /> the YMCA charges higher rates than some of the other day care <br /> providers. Mrs. Toussaint said the YMCA will proceed with the <br /> project, which includes the day care, with or without MIDA bond <br /> financing. Mr. Wieland suggested a review of the county's MIDA bond <br /> policy and said the chairman has the prerogative to create a committee, <br /> as is often done in this county, to do some research and clarification <br /> of the policy on types of bond issues to be considered. At the call for <br /> the question and upon roll call vote, the motion carried with Mrs. <br /> Schneider, Mr. Ness and Mrs. Toussaint voting "Aye"; Mr. Wieland and <br /> Mr. Eckert opposing. <br /> <br />FISH & WILDLIFE SERVICE, Land aca_uisition in Tower Township not recommended <br />No further testimony was taken on the proposed sale of 405.56 acres of land owned by Wayne <br />Glemming to the U.S. Fish and Wildlife Service. The property is described as the W% of Section <br />5 and the E% of the NVV ¼ of Section 8, Township 140 N. Range 55 VV., 5th P.M. The County <br />Commission held a public hearing on April 29, 1996, in Tower City, ND, at which time opposition <br />was expressed by area landowners because of concerns about weed and grasshopper control <br />and water seepage. <br /> MOTION, passed <br /> Mr. Ness moved and Mr. Eckert seconded to recommend that Governor <br /> Ed Schafer not approve the sale of the above-described land in Tower <br /> Township to the U.S. Fish and Wildlife Service. On roll call vote, motion <br /> carried unanimously. <br /> <br />ROAD DEPARTMENT, Purchase order for automated fueling system <br />County Engineer Keith Berndt further explained his memorandum to County Commissioners dated <br />April 25, 1996, requesting approval to purchase and install an automated fueling system at the <br />County Highway Department.
