On roll call vote, motion <br /> carried unanimously. <br /> <br />COMMISSION POLICY MANUAL, Amend Section 34.00, Tax Incentive Policy <br /> MOTION, passed <br /> Mr. Ness moved and Mr. Wieland seconded to amend Commission <br /> Policy Manual Section 34.00, Tax Incentive Policy, to state that <br /> recipients of an exemption shall provide employment and financial <br /> information to the Cass County Board of Commissioners on December <br /> 1st of each year, this being in addition to a copy being provided to <br /> Fargo-Cass County Economic Development Corporation. On roll call <br /> vote, motion carried unanimously. <br /> <br />CONTRACT APPROVAL, North Dakota Department of Transportation <br /> MOTION, passed <br /> Mr. Ness moved and Mr. Wieland seconded to approve the following <br /> contract submitted by respective department head and portfolio <br /> commissioner, subject to State's Attorney approval; and authorize the <br /> chairman to sign: North Dakota Department of Transportation for traffic <br /> safety grant. On roll call vote, motion carried unanimously. <br /> <br />MIDA BOND FINANCING, YMCA a.=.~lication not approved <br />Mrs. Toussaint said numerous contacts have been made to members of the Cass County Board <br />of Commissioners regarding the pros and cons of a Cass County MIDA Bond Application Form <br />submitted by the Fargo-Moorhead Family YMCA. The County Commission delayed a decision <br />on the application at the April 1, 1996 regular meeting in order to give the opposing sides an <br />opportunity to work together on a possible compromise. The three groups did meet during the <br />time between April 1st and today's Commission meeting, however, a compromise was not <br />reached by all parties. <br /> <br />Speaking on behalf of the YMCA were Jim Stewart, Attorney and Bond Counsel; Paul Finstad, <br />YMCA Executive Director: and Eric Nelson, Fargo resident. Mr. Stewart prepared a proposed <br />resolution for the Board's consideration approving $2.7 million in MIDA bond financing. Mr. <br />Finstad gave statistics on the number of youth served by their programs. <br /> <br />Roger J. Minch, Attorney with Serkland Law Firm, provided copies of North Dakota Century Code <br />Section 40-57-04.1 relating to the governing body not approving a bond issue if it appears the <br />impact of the issue will result in an unfair advantage for the proposed project to the substantial <br />detriment of existing enterprises. Doug Duran, General Manager of the West Acres Sports <br />Center, said the focus of his business is single adults, and the YMCA is in direct competition with <br /> <br /> <br />
