Mr. Eckert suggested waiving the minimum salary <br />requirement because he said salaries in the rural area are not the same as in Fargo. <br /> <br />Mr. Wieland said he did some appraisal work last fall on this property, but he does not believe <br />it would be considered a conflict of interest since he was hired by a financial institution, not by <br />Mr. Swanson. He does not feel this work would affect his decision today but offered to abstain <br />from voting if any member of the commission believed there would be a conflict of interest. No <br />one raised any objection to Mr. Wieland voting on this issue. <br /> <br />Mrs. Schneider said the application lists the type of business as agricultural processing and <br />warehousing, however, county policy does not allow an exemption for warehousing unless the <br />owner could prove need or provide other information to justify it. Mr. Swanson said he is only <br />applying for an exemption on the seed cleaning building, not on the warehouse. <br /> <br />Mr. Klein said the applicant lists a valuation of $260,000, however, this may change, according <br />to the value of other similar operations, once the property is ultimately placed on the tax rolls. <br /> MOTION, passed <br /> Mr. Wieland moved and Mr. Eckert seconded to approve application for <br /> property tax exemption for Roy Swanson, dlblal Swanson Seed Service, <br /> according to Cass County policy subject to meeting the minimum <br /> salary requirement of $7.50 per hour, including a fully-paid single health <br /> insurance premium. On roll call vote, motion carried unanimously. <br /> <br />SHERIFF'S CONTRACT WITH CENTRE, INC., Jail inmates <br />Sheriff Don Rudnick was present regarding a purchase of service agreement with Centre, Inc. <br />for boarding minimum security prisoners at their facility located at 123 15th Street North in Fargo <br />in order to help alleviate overcrowding at the Cass County jail. When Centre, Inc. has grant <br />funds under which Cass County referrals may be enrolled, no costs for services will be billed to <br />the county. Aisc present were Bill Lopez and Keith Gilleshammer representing Centre, Inc. <br /> MOTION, passed <br /> Mrs. Schneider moved and Mr. Wieland seconded to authorize the <br /> chairman to sign purchase of service agreement with Centre, Inc.; said <br /> contract having been reviewed and approved by the State's Attorney, <br /> John Goff. On roll call vote, motion carried unanimously. <br /> <br />SHERIFF'S DEPARTMENT, Purchase of vehicle <br />Sheriff Rudnick requested permission to purchase a used vehicle for his department's <br />Investigation Division, using money already allocated in the vehicle budget and money from the <br />asset forfeiture fund. He requested permission to look for a vehicle at this time and said he will <br />come back to the Commission for final approval. MOTION, passed <br /> Mrs. Schneider moved and Mr. Eckert seconded to authorize Sheriff's <br /> Office to purchase a used vehicle to replace a van in the Investigation <br /> Division, for an amount not to exceed $12,000.
