Commission Minutes--April 15, 1996 1457 <br /> <br />DATA PROCESSING, Purchase order for new file server <br /> MOTION, passed <br /> Mrs. Schneider moved and Mr. Wieland seconded to authorize <br /> chairman to sign purchase order to Corporate Technologies in the <br /> amount of $11,144.00 for a new file server. On roll call vote, motion <br /> carried unanimously. <br /> <br />MIDA BOND FINANCING, Resolutions #1996-6 and #1996-7. Bethany Homes and Elim Home <br />A memorandum was received from County Auditor Michael Montplaisir dated April 10, 1996, <br />summarizing the possible issue of $10,000,000 in MIDA bond financing, which is the maximum <br />amount of bank qualified bonds that can be issued by the county in any one year. Paul Finstad <br />from the Fargo-Moorhead Family YMCA and Ray Weisgarber of Bethany Homes were agreeable <br />to reduce their requests in order to bring the county's 1996 total to $10 million, which would <br />include the following: Bethany Homes--S2.2 million for refinancing and $1.6 million for new <br />construction; YMCA--S2.7 million; Elim Home--S1.75 million for refinancing; and Fraser, Ltd-- <br />$1.75 million (MIDA bonds approved in October, 1995, but not issued). <br /> <br />In a memorandum to Commissioner Ness dated April 8, 1996, Social Services Director Kathy <br />Hogan indicated that MIDA bond financing would result in savings in publicly funded nursing <br />home care and would provide additional savings for private paying residents, which could <br />postpone Medicaid eligibility for some individuals. Barbara Fischer, Manager of Long Term Care <br />and Hospital Services at the North Dakota Department of Human Services, stated in a letter to <br />Mr. Montplaisir that the estimated savings for Elim Home due to MIDA bond refinancing will <br />average $1.08 per day. She indicated this savings would affect private paying residents, as well <br />as the taxpayers of North Dakota. MOTION, passed <br /> Mr. Wieland moved and Mrs. Schneider seconded to authorize the <br /> chairman and the county auditor to sign Resolution #1996-6 approving <br /> MIDA bond financing for Bethany Homes in the amount of $3.8 million <br /> ($2.2 million for refinancing and $1.6 million for new construction); and <br /> to authorize the chairman and the county auditor to sign Resolution <br /> #1996-7 approving MIDA bond financing for Elim Home-Fargo in the <br /> amount of $1.75 million for refinancing. On roll call vote, motion carried <br /> with Mrs. Schneider, Mrs. Toussaint and Mr. Wieland voting "Aye"; <br /> Mr. Eckert opposing; and Mr. Ness being absent. <br /> <br />TAX EXEMPTION FOR NEW BUSINESS, Hearinp held for Swanson ~eed Service <br />A public hearing was advertised for this date and time on the application for property tax <br />exemption for new business submitted by Roy Swanson, d/b/a Swanson Seed Service. Mr. <br />Swanson was present for the hearing, as well as Frank Klein, Director of Equalization. A notice <br />to competitors was published in the county's official newspaper on the dates of March 18 and 25, <br />1996. No one else was present in the audience to speak on the exemption. <br /> <br />Mrs. Toussaint said one requirement of the County's tax incentive policy (Commission Policy <br />Manual, Section 34.00) calls for a minimum salary requirement of $7.50 per hour plus a fully-paid <br />single health insurance premium, however, the estimated annual payroll listed in this application <br />does not meet the salary minimum for the first two years of the exemption. Mr. Swanson said he <br />is willing to meet that minimum, and a health insurance plan is included. He said his son will be <br /> <br /> <br />
