10. <br /> <br />11. <br /> <br />12. <br /> <br />Commission Minutes--March 18, 1996 1448 <br /> <br />ABATEMENT APPLICATION, AD_~roved for Gerald & Judy Aasand <br /> MOTION, passed <br /> Mr. Wieland moved and Mr. Eckert seconded that Abatement #4019 be <br /> reduced to $105,000 as recommended by the Director of Equalization. <br /> On roll call vote, motion carried unanimously. <br /> <br />ABATEMENT APPLICATION, A_~.~roved for Mike & Barb Ma~elky MOTION, passed <br /> Mr. Wieland moved and Mr. Ness seconded that Abatement ~4025 be <br /> reduced to $180,000 as recommended by the Director of Equalization. <br /> On roll call vote, motion carried unanimously. <br /> <br />WEED AND VECTOR CONTROL CONSOLIDATION, Assia_nment of duties <br />A memorandum dated March 8, 1996, was received from County Engineer Keith Berndt regarding <br />Weed Control and Vector Control consolidation. He believes this is an opportunity to improve <br />the quality of service and overall efficiency of the weed control operation in terms of equipment <br />and personnel. Mr. Ness said the Weed Control Board met on March 1, 1996, and approved the <br />consolidation and assignment of weed control duties to Joel Young, who is also the Vector <br />Control Director; said action being contingent upon approval of the Board of County <br />Commissioners and the Vector Control Board. Mr. Berndt was authorized to negotiate job <br />arrangements and compensation with Mr. Young on behalf of the Weed Board. <br /> <br />Mr. Eckert asked if Mr. Berndt, and Weed Control Board members, received a pamphlet of North <br />Dakota's Noxious Weed Laws and Regulations issued August 1, 1993 from the North Dakota <br />Department of Agriculture. Mr. Berndt responded that the pamphlet contains the sections of North <br />Dakota Century Code pertaining to weed control, and he has access to a full set of the code. <br /> <br />Mr. Eckert said the Weed Control Board is an entity of the State, according to legal counsel, <br />John Goff; and Mr. Eckert thinks the Cass County Weed Control Department should be operated <br />on its own rather than in conjunction with other departments. MOTION, passed <br /> Mr. Ness moved and Mr. Wieland seconded to authorize the County <br /> Engineer to assign Weed Control Officer duties to Joel Young, with the <br /> salary being 76% of full-time equivalent in pay grade C42, exempt. <br /> Discussion: Mr. Wieland asked about employee benefits, and Mr. <br /> Bemdt said Mr. Young's salary will continue to be paid equally over 12 <br /> months, plus 76% benefits. Mr. Eckert asked about certification for Mr. <br /> Young as the Weed Control Officer and Mr. Ness believes he needs only <br /> one more certification for weed control. Mr. Eckert said a report from <br /> last year was not filed on time, and the State Agriculture Department <br /> called him about it. Mr. Berndt said the deadline was not clear, and the <br /> report has now been filed. It was suggested that Mr. Eckert talk to Mr. <br /> Berndt about the names of people who contacted him from the State <br /> Department. Mr. Wieland said he keeps hearing this department is an <br /> entity of the State, but they do not pay for it. At the call for the question <br /> and on roll call vote, the motion carried with Mr. Ness, Mrs. Schneider <br /> and Mr. Wieland voting "Aye"; Mr. Eckert opposing. <br /> <br /> <br />
