On roll call vote, <br /> motion carried unanimously. <br /> <br />DATA <br /> <br />PROCESSING, Purchase order for A$400 computer upgrade <br />MOTION, passed <br />Mr. Ness moved and Mr. Wieland seconded to approve purchase order <br />to Midrange Solutions for purchase of AS400 computer upgrade in the <br />amount of $20,910. On roll call vote, motion carried unanimously. <br /> <br />MIDA BOND FINANCING FOR ELIM HOME, Public hearin_= held <br />A public hearing was advertised for this date and time on application for MIDA Bond financing <br />submitted by Elim Home - Fargo. <br /> <br />Kathy Youngquist, Vice President of Finance, was present representing Elim Home. The <br />application is for $1,750,000 for the purpose of refinancing existing revenue funding bonds in <br />order to lower the average interest rate from 9% to about 5.60%. An initial interest savings of <br />nearly $60,000 annually would be passed on directly to the nursing home residents and North <br />Dakota taxpayers, according to Ms. Youngquist. <br /> <br />County Auditor Michael Montplaisir said Commission Policy Manual Section 21.10, MIDA Bond <br />application form, does address refinancing issues. It was noted that no action was taken at a <br />public hearing held March 4, 1996, on the portion of an application submitted by American <br />Lutheran Homes, Inc. (Bethany) for refinancing. MOTION, passed <br /> Mr. Ness moved and Mr. Eckert seconded to delay a decision on MIDA <br /> Bond refinancing application for Elim Home-Fargo until the April 16, <br /> 1996 meeting in order to gather further information from the State of <br /> North Dakota and from Cass County Social Services concerning <br /> interest savings being passed on to the residents and taxpayers. <br /> Discussion: Mr. Wieland said he will support the motion if the <br /> Commission plans to reconsider Bethany Homes refinancing request <br /> at the same time. Commissioners were in agreement with this. At the <br /> call for the question and on roll call vote, motion carried unanimously. <br /> <br />ABATEMENT APPLICATION, Approved for Jack & Rebecca Rydell <br /> MOTION, passed <br /> Mr. Ness moved and Mr. Wieland seconded that Abatement #4014 be <br /> reduced to $165,000 as recommended by the Director of Equalization. <br /> On roll call vote, motion carried unanimously. <br /> <br /> <br />
