m Commission Minutes--March 18, 1996 1447 PERMIT FOR RAFFLE, Cass County Historical Society MOTION, passed Mr. Ness moved and Mr. Wieland seconded to approve raffle permit for Cass County Historical Society to be held on August 17 and 18, 1996, at Bonanzaville USA, West Fargo, North Dakota. On roll call vote, motion carried unanimously. DATA PROCESSING, Purchase order for A$400 computer upgrade MOTION, passed Mr. Ness moved and Mr. Wieland seconded to approve purchase order to Midrange Solutions for purchase of AS400 computer upgrade in the amount of $20,910. On roll call vote, motion carried unanimously. MIDA BOND FINANCING FOR ELIM HOME, Public hearin_= held A public hearing was advertised for this date and time on application for MIDA Bond financing submitted by Elim Home - Fargo. Kathy Youngquist, Vice President of Finance, was present representing Elim Home. The application is for $1,750,000 for the purpose of refinancing existing revenue funding bonds in order to lower the average interest rate from 9% to about 5.60%. An initial interest savings of nearly $60,000 annually would be passed on directly to the nursing home residents and North Dakota taxpayers, according to Ms. Youngquist. County Auditor Michael Montplaisir said Commission Policy Manual Section 21.10, MIDA Bond application form, does address refinancing issues. It was noted that no action was taken at a public hearing held March 4, 1996, on the portion of an application submitted by American Lutheran Homes, Inc. (Bethany) for refinancing. MOTION, passed Mr. Ness moved and Mr. Eckert seconded to delay a decision on MIDA Bond refinancing application for Elim Home-Fargo until the April 16, 1996 meeting in order to gather further information from the State of North Dakota and from Cass County Social Services concerning interest savings being passed on to the residents and taxpayers. Discussion: Mr. Wieland said he will support the motion if the Commission plans to reconsider Bethany Homes refinancing request at the same time. Commissioners were in agreement with this. At the call for the question and on roll call vote, motion carried unanimously. ABATEMENT APPLICATION, Approved for Jack & Rebecca Rydell MOTION, passed Mr. Ness moved and Mr. Wieland seconded that Abatement #4014 be reduced to $165,000 as recommended by the Director of Equalization. On roll call vote, motion carried unanimously.
