16. <br /> <br />17. <br /> <br />18. <br /> <br />19. <br /> <br />Commission Minutes--February 5, 1996 1434 <br /> <br />favorably to the policy and purpose of the county's MIDA bond policy, <br />Commission Manual Section 21.30. Motion carried unanimously. <br /> <br />BRIDGE REMOVAL, Maple River Township, Sections 13-24 <br />County Engineer Keith Berndt requested permission to remove two bridges in Maple River <br />Township between sections 13-24 for reasons stated in a memorandum to commissioners dated <br />January 26, 1996. The Maple River Township Board Chairman is in concurrence with removal <br />of those bridges due to liability concerns, Mr. Berndt said. MOTION, passed <br /> Mr. Ness moved and Mrs. Schneider seconded to authorize the county <br /> engineer to remove two bridges in Maple River Township between <br /> Sections 13 and 24. On roll call vote, the motion carried with four <br /> members voting "Aye" and Mr. Eckert opposing. <br /> <br />COMMISSION POLICY MANUAL AMENDED, Southeast Cass Water Resource appointment <br />Mr. Ness said an appointment should have been made to the Southeast Cass Water Resource <br />Board prior to January 1, 1996, because Robert Brodshaug was not reappointed since he met the <br />county's term limitation policy at the end of his term on December 31, 1995. Mark Thelen, <br />Fargo, has since made application for the appointment, and Mr. Ness believes he would be an <br />administrative asset to the board. <br /> <br />Applications were later submitted by Fred Selberg and Jeff Harmon. MOTION, passed <br /> Mr. Ness moved and Mrs. Schneider seconded to amend Commission <br /> Policy Manual Section 4.00, Advisory Boards, to appoint Mark Thelen <br /> to the Southeast Cass Water Resource District for a three-year term to <br /> replace Robert Brodshaug. On roll call vote, the motion carried with <br /> four members voting "Aye"; Mr. Eckert opposing because he believes <br /> the late applicants should be considered and he thinks Mr. Thelen lacks <br /> qualification on water board matters. <br /> <br />VOUCHERS, Approved MOTION, passed <br /> Mr. Eckert moved and.Mrs. Schneider seconded to approve Vouchers <br /> No. 84,020 through No. 84,465 and No. 85,000 through No. 85,775. On <br /> roll call vote, motion carried unanimously. <br /> <br />WEED BOARD REPORTS; JUDGESHIP POSITIONS; WATER RESOURCE DISTRICT STUDY <br />COMMITTEE; PRESIDENTIAL PRIMARY; COURTHOUSE REMODELING; COMMISSIONERS <br />JOINT MEETING WITH FARGO AND WEST FARGO RESCHEDULED, Committee reports <br />Mr. Eckert reported that he received a telephone call from the North Dakota Department of <br />Agriculture regarding County Weed Control reports for 1995. He said he discussed the matter <br />with the present chairman of the weed board and with the county engineer. <br /> <br />Mr. Wieland received a letter from the North Dakota Peace Officer's Association concerning a <br />change in State law on the number of judges in North Dakota. He plans to respond on this issue. <br /> <br /> <br />
