Commission Minutes--February 5, 1996 1433 <br /> <br />12. <br /> <br />BORDERUD'S SUBDIVISION STREET IMPROVEMENT, Change order #2 approved <br /> MOTION, passed <br /> Mr. Ness moved and Mr. Wieland seconded to approve change order #2 <br /> for Borderud's Subdivision Street Improvement District #95-1, <br /> according to letter dated January 26, 1996, from Jeffry Volk, Moore <br /> Engineering, Inc. On roll call vote, motion carried unanimously. <br /> <br />13. <br /> <br />CONTRACT APPROVAL, Indigent defense for mental health proceedings: Far_~o-Moorhead <br />Metro_~olitan Council of Governments MOTION, passed <br /> Mr. Ness moved and Mr. Wieland seconded to approve the following <br /> contracts submitted by respective department head and portfolio <br /> commissioner, subject to State's Attorney approval; and authorize the <br /> chairman to sign: On roll call vote, motion carried unanimously. <br /> <br />Indigent defense for mental health proceedings/Ottmar; Beauchene; Mottinger <br />Fargo-Moorhead Metropolitan Council of Governments/digital mapping <br /> <br />14. <br /> <br />VETERAN'S SERVICE OFFICER, Hirin_a of James G. Brent approved <br />Mr. Eckert requested that this item be moved to the regular agenda for discussion, not because <br />he is opposed to the person hired but he is opposed to the hiring procedure that was followed. <br />Commissioners Ness, Schneider and Toussaint did not have a problem with the procedure that <br />was followed because Mr. Wieland made an effort to contact commissioners to inform them of the <br />decision made by the interview team. Mrs. Schneider was the only commissioner Mr. Wieland <br />could not contact at the time because she was on vacation out of the county. Appreciation was <br />expressed to the interview team for the time they spent in the process and for finding the best <br />candidate for the position. MOTION, passed <br /> Mr. Ness moved and Mrs. Schneider seconded to approve hiring of <br /> James G. Brent as Cass County Veteran's Service Officer, effective <br /> February 1, 1996. On roll call vote, motion carried unanimously. Mr. <br /> Brent was introduced at this time and said he is looking forward to <br /> working with the veterans and citizens of Cass County. <br /> <br />15. <br /> <br />MIDA BOND APPLICATIONS, American Lutheran Homes, Inc. and YMCA <br />At a meeting held earlier today, the County Finance Committee recommended scheduling a public <br />hearing on applications for MIDA Bond financing submitted by American Lutheran Homes, Inc. <br />(Bethany) and Fargo-Moorhead Family YMCA. Mr. Wieland said there is a potential of four MIDA <br />bond projects so far this year, and they total over $10 million, which is the county's limit in bank <br />qualified financing each year. <br /> <br />A representative of the YMCA was present at the Finance Committee meeting and two <br />representatives of American Lutheran Homes, Inc. were present at this Commission meeting. <br /> MOTION, passed <br /> Mr. Wieland moved and Mr. Eckert seconded to schedule a public <br /> hearing at 3:30 PM on March 4, 1996, on applications for MIDA bond <br /> financing submitted by American Lutheran Homes, Inc. (Bethany) and <br /> Fargo-Moorhead Family YMCA; and requiring each applicant to respond <br /> <br /> <br />
