Commission Minutes--November 20, 1995 140~ <br /> <br />12. <br /> <br />13. <br /> <br />14. <br /> <br />15. <br /> <br />MOTION, passed <br />Mr. Wieland moved and Mrs. Toussaint seconded to approve out-of- <br />state travel for Roger Flynn to attend staffing for child in foster care <br />November 15, 1995 in Bemidji, MN. On roll call vote, motion carried <br />unanimously. <br /> <br />ABATEMENT APPLICATION, Trollwood Properties <br />Commissioners discussed application for abatement and settlement of taxes submitted by <br />Trollwood Properties, located on Lots 4, 5, 6 and 7, Block 1, Trollwood Land Addition to the City <br />of Fargo; and referenced written materials provided to them prior to the hearing held October 23, <br />1995. <br /> MOTION, passed <br /> Mr. Wieland moved and Mrs. Schneider seconded to set the valuations <br /> for the years 1992, 1993 and 1994 at $5,545,000 for Trollwood Properties <br /> in the City of Fargo, ND. On roll call vote, motion carried unanimously. <br /> <br />TAX EXEMPTION CERTIFICATES; VALUATION OF EXEMPT PROPERTY <br />In a memorandum to commissioners dated November 7, 1995, Mr. Klein provided information <br />concerning administration of property tax exemptions in Cass County, particularly the farm <br />residence exemption. Mr. Wieland said Cass County Government should be following North <br />Dakota Century Code 57-02-14.1, which refers to filing tax exemption certificates for real property. <br />Mr. Klein asked the commission to delay action until the State's Attorney clarifies some questions. <br />Commissioners were agreeable to have Mr. Klein continue to pursue this issue. <br /> <br />Mr. Klein's second topic of information in the November 7th memorandum relates to the valuation <br />of all exempt property in the county. As a practical matter, most jurisdictions in the state have not <br />valued exempt property, he said. Further, he suggested that the county commission review the <br />need for such an appraisal and the possibility of legislative change. Mr. Wieland asked about <br />using insurance valuations, and Mr. Klein said he is reviewing that possibility. <br /> <br />VALLEY WATER RESCUE, Liability_ coverage <br />Commissioners received a letter from Captain Glenn Ellingsberg, Sheriff's Department, regarding <br />a request from Valley Water Rescue for the county to sponsor their volunteer dive search and <br />rescue team with the North Dakota Insurance Reserve Fund for liability coverage. Mr. Ellingsberg <br />was present along with Pete Fendt of Valley Water Rescue. MOTION, passed <br /> Mr. Wieland moved and Mr. Eckert seconded to send a letter to North <br /> Dakota Insurance Reserve Fund or to Dawson Insurance requesting a <br /> price quotation on the proposed liability coverage. Motion carried. <br /> <br />HEALTH INSURANCE/REINSURANCE <br />Information was provided in a memorandum from County Auditor, Michael Montplaisir, dated <br />November 8, 1995, regarding employee health insurance/re-insurance coverage. He suggested <br />raising the amount of risk which the county assumes under the self-insurance plan, and he <br />provided copies of a recommendation made at the finance committee meeting held earlier today. <br /> <br /> <br />
