During the interim, the County Finance Committee will meet
with the Nyhof's to be kept informed of any new developments and
discuss possible solutions. On roll call vote, motion carried unanimously.

BUDGET DISCUSSION, 1996 goals
Mr. Ness said the county finance committee would like input from commissioners on budget
goals as they begin preliminary review of the 1996 county budget. County Auditor Michael
Montplaisir suggested that the mill levy goal for 1996 be the same as last year, about 65 mills.
He said the 1996 preliminary budget is at 72 mills, an increase of about 11% over last year.

Mrs. Toussaint believes the most recent vote in the City of Fargo, defeating a 1/4 cent sales
tax increase for a zoo and for economic development purposes, indicates the citizens strongly
oppose any increased taxes. Therefore, she supports the goal of 65 mills. Mrs. Schneider
was in concurrence to set a goal of 65 mills.

Mr. Wieland said this is a good goal but cautioned about being realistic. He said the Social
Service levy decreased by about 3 mills last year because a large portion of reserves were
used to fund the operating budget. Also, he said the impact of block grant funding cuts is not
fully known at this time, and some of those cuts may affect this year's, as well as next year's,
budget.

In a memorandum to the county auditor dated August 18, 1995, Social Services Director Kathy
Hogan said some vacant positions have not been filled during 1995, in anticipation of federal
budget cuts. The Cass County Social Services Board and County Finance Committee will
meet in budget session on August 29, 1995. MOTION, passed
Mrs. Toussaint moved and Mrs. Schneider seconded to place the mill levy
at 65 mills as a budget goal for the 1996 county budget. On roll call vote,
motion carded unanimously.
