Minutes--August 7, 1995 1374 <br /> <br />MOTION, passed <br />Mrs. Toussaint moved and Mr. Wieland seconded to deny the <br />request of the Department of Corrections and Rehabilitation <br />to house offenders in the Cass County Jail at the rate of <br />$33/day. On roll call vote, motion carried unanimously. <br /> <br />SPECIALASSESSMENTS FOR COUNTY ROAD PBDJECTS, Appointjnent of committee <br />In a memorandum to Commissioners dated August 1, 1995, Mr. Ness stated <br />that he contacted each of the people who spoke at the June 19, 1995, <br />County Commission meeting about establishing a committee to study <br />special assessments for county road projects, with representation on <br />the committee being as follows: <br /> <br />1) Cass County Commissioner/Pepper Toussaint <br />2) Cass County Commissioner/Donna Schneider <br />3) County Engineer/Keith Berndt <br />4) County Auditor/Michael Montplaisir <br />5) Farm Bureau/Carl ?eterson <br />6) Township Officers' Association/Jerome Nipstad <br />7) Farmer's Union/Warren Solberg <br />8) City of Fargo (to be named) <br />9) Rural resident at large (to be named) <br /> <br />Mr. Ness contacted Wesley Belter, who is a Cass County legislator from <br />District #22, but Mr. Belter declined to serve on the committee <br />because of other commitments. Mr. Eckert contacted people from the <br />rural area about serving on this committee, and he urged the <br />Commission to proceed with selecting another rural resident rather <br />than eliminating the ninth position on the list. Mr. Ness suggested <br />contacting the other two Cass County legislators from District #22 and <br />if they both decline, to fill the ninth position with another Cass <br />County legislator who would be willing to serve. MOTION, passed <br /> Mrs. Toussaint moved and Mrs. Schneider seconded that the <br /> ninth position on the committee to study special <br /> assessments be filled by a Cass County legislator, <br /> preferably one from the rural area; and that the rest of <br /> the committee members be appointed as listed above. Motion <br /> carried. <br /> <br />MODEL PROJECT UPDATE <br />Serving as chair of a committee to re-visit the Cass County Model <br />Project Task Force Report, which was completed in 1990, Mrs. Schneider <br />highlighted the ten areas in the report as addressed by the committee <br />and included in her memorandum to Commissioners dated July 17, 1995. <br /> <br />In reviewing the organizational chart contained in the Model Project <br />Report, Mr. Ness said the Commission needs to look at additional areas <br />of consolidation. Mrs. Schneider said her committee did recommend <br />reviewing smaller county departments in the near future. <br /> <br /> <br />
