Minutes--August 7, 1995 1373 <br /> <br /> THEREFORE, BE IT RESOLVED, That the Board of Commissioners of <br />Cass County, North Dakota, does hereby express its heartfelt <br />condolences to the family of the late Oscar Sondrall. <br /> <br /> BE IT FURTHER RESOLVED, That this resolution be inscribed upon <br />the permanent records of the proceedings of the Board of County <br />Commissioners and a copy forwarded to his family. <br /> <br />Dated at Fargo, North Dakota, this 7th day of August, 1995. <br /> <br />MINUTES APPROVED, JBly 17, 1995 Commission Meeting <br />According to a letter from State's Attorney John Goff dated July 20, <br />1995, the minutes of the previous meeting of July 17, 1995, under the <br />paragraph listing correspondence (page 1368), should not reflect that <br />missing county documents were incorrectly represented to him by Marcia <br />Kemmer. He said representations were made to him by other county <br />officials, and he intentionally avoided identifying those people. <br /> MOTION, failed <br /> Mrs. Toussaint said it was not clear to her what the <br /> difference was after reviewing the transcript of the audio <br /> tape of the last meeting, therefore, she moved that minutes <br /> of the July 17, 1995, Commission meeting be approved as <br /> written. The motion failed for lack of a second. <br /> MOTION, passed <br /> Mr. Wieland moved and Mrs. Schneider seconded that the <br /> minutes of the previous meeting be approved subject to <br /> eliminating the reference to Ms. Kemmer in the last <br /> sentence of the second to the last paragraph on page 1368. <br /> On roll call vote, the motion carried with four members <br /> voting ~Aye" and Mrs. Toussaint opposing. <br /> <br />JAIL, State Corrections Department re_=uest for boarding prisoners <br />Three representatives of the North Dakota Department of Corrections <br />and Rehabilitation presented a proposal to house up to ten offenders <br />in the Cass County Jail for short periods of time at the rate of $33 <br />per day. Warren Emmer, Director of the Department of Corrections, <br />Division of Parole and Probation, said they are asking to use beds <br />which are currently vacant, and they would be responsible for <br />transporting offenders to another facility immediately upon receiving <br />notice that the county needs those beds. <br /> <br />Commissioners and Sheriff Don Rudnick expressed concerns about <br />jeopardizing existing contracts which pay $46.00 per day (based on the <br />facility's operational costs), medical and dental costs, liability, <br />the possible need for additional staff, or morale of the existing <br />staff because of additional occupancy. <br /> <br />Sheriff Rudnick said he sympathizes with the State's shortage of beds, <br />however, the county has previously denied requests from other entities <br />to lower the daily rate. Mr. Emmer said he cannot offer more than $33 <br />per day at this time but there may be some grant money to help out in <br />the future. The Commission is willing to consider this request at <br />another time, subject to availability of beds, if the State will match <br />the rate currently paid by other entities. <br /> <br /> <br />
