Minutes--June 5, 1995 1346 <br /> <br />18. <br /> <br />19. <br /> <br />policy may apply only to businesses choosing to locate in Cass County <br />but outside of any incorporated city. <br /> <br />John Goff, State's Attorney, suggested some changes in item #3 to make <br />the eligibility standards more strict, if that is what the board wants <br />to do. <br /> MOTION, passed <br /> Mrs. Toussaint moved and Mr. Wieland seconded to amend <br /> Commission Policy Manual to add Section 34.00, Tax Incentive <br /> Policy, with the changes in item #3 as stated by John Goff. <br /> On roll call vote, motion carried unanimously. <br /> <br />KINDRED BIKEWAY PROJECT, Road Department update <br />County Engineer Keith Berndt sent memorandums dated May 25 and June 2, <br />1995, concerning the bids opened by North Dakota Department of <br />Transportation for the proposed Kindred Bikeway. Bids were higher than <br />estimated, the major cause being the cost of the asphalt. MOTION, passed <br /> Mrs. Toussaint moved and Mr. Eckert seconded to reject bids <br /> on the Kindred Bikeway and cancel the project because the <br /> cost is higher than anticipated. On roll call vote, motion <br /> carried unanimously. <br /> <br />CONTRACTS FOR MOSQUITO SPRAYING, Dsni~d <br />Airborne Custom Spraying sent proposed agreements which would allow them <br />to contract with rural subdivisions for aerial spraying of mosquitoes. <br />Because of unknowns regarding the chemical dangers and potential <br />liability, the Stanley Township Board of Supervisors denied the request, <br />according to Chairman Tom Fischer, who was present. The County Engineer <br />also recommended denying the request. <br /> <br />Joel Young, Vector Control Director, was also present and said he was <br />contacted by subdivisions to conduct ground spraying for mosquitoes. <br />He said there is valid concern about chemical hazards and effectiveness <br />of aerial spraying, however, ground spraying has some limitations <br />because of wind currents and road access. He does not think there is <br />the threat of a health hazard from disease-carrying mosquitoes at this <br />time, but believes the subdivisions are looking for some comfort <br />control. <br /> <br />Mr. Goff said he reviewed the contracts when presented to him but he was <br />not aware of the township's concerns about the chemical hazard. For the <br />county's protection, he recommends that the subdivisions try to contract <br />with Airborne Custom Spraying, and if they cannot do that, an <br />alternative would be ground spraying. <br /> <br /> <br />
