Minutes--May 15, 1995 1337 <br /> <br />11. <br /> <br />12. <br /> <br />13. <br /> <br />ORDINANCE #1995-1 ADOPTED, Planning Commission membership change <br /> MOTION, passed <br /> Mr. Wieland moved and Mr. Eckert seconded to proceed with <br /> the second reading of "An Ordinance to Change County <br /> Planning Commission Membership," and that the ordinance be <br /> adopted as originally presented. On roll call vote, motion <br /> carried unanimously. <br /> <br />METROPOLITAN COUNCIL OF GOVERNMENTS, Appoint alternate MOTION, passed <br /> Mrs. Toussaint moved and Mr. Eckert seconded to appoint Don <br /> Eckert as alternate to Metropolitan Council of Governments <br /> (Metro COG) for the remainder of 1995; and since 1995 dues <br /> have already been paid, consider future relationship with <br /> Metro COG during upcoming budgeting sessions for 1996. On <br /> roll call vote, motion carried unanimously. <br /> <br />FLOOD PROTECTION PROJECT AMENDMENT, Lake Agassiz Regional Council <br />Mark Sovig, Lake Agassiz Regional Council, was present regarding flood <br />protection project 221-DF93-H for property located in Section 24 of <br />Raymond Township. In a letter to the board dated April 21, 1995, Mr. <br />Sovig presented two alternatives--acquisition/buyout of the property <br />at a total cost of $101,100 and relocation of existing home at a total <br />cost of $98,220. <br /> <br />Commissioners questioned the purchase price differential of $25,000, <br />as stated in the cost estimates, and they questioned why the purchase <br />price exceeds the appraised value of the property. Mrs. Toussaint <br />said the property was purchased for $55,000 about five years ago, and <br />the 1995 assessed value is $61,000 on the county tax records. <br /> <br />Robert Peterson was present and said the property was damaged by fire <br />before he purchased it and some repairs were made to the roof, but it <br />would cost about $22,260 to make the house roof structurally sound <br />before moving it and to replace the attached garage after the house <br />is moved. <br /> <br />Mr. Wieland suggested making an offer to the Peterson's of $64,000, <br />since that was the appraised amount prior to the flood, according to <br />Mr. Sovig; and to offer Peterson's first chance to purchase the <br />buildings for a token sum of $1.00 for relocation to another site. <br />Mr. Ness suggested allowing the property owner up to 60 days to make <br />a decision on the county's offer. Mr. Sovig was instructed to contact <br />the county engineer about hiring county labor and equipment to level <br />the property and to contact the state's attorney to prepare the deed <br />and restrictive covenants. <br /> <br />PERSONNEL COORDINATOR, Request for return of payroll records <br />With the resignation of Personnel Coordinator Marcia Kemmer effective <br />May 8, 1995, Mr. Ness said he assumed she would have responded by now <br />to a letter from County Auditor Michael Montplaisir requesting the <br />return of payroll related records by noon on May 10, 1995. Since the <br />records have not been returned to Cass County, Mr. Ness asked the <br />Board's feeling on requesting an investigation by the Attorney <br />General's Office rather than the Cass County Sheriff's Department, <br />since Ms. Kemmer was a former employee here. <br /> <br /> <br />
