Comm. Minutes--May 15, 1995 1338

15.

16.

Mr. Eckert suggested asking for the States Attorney's opinion as the
county's legal advisor. Mr. Goff said this is a policy decision and
not a legal question.

Mrs. Schneider questioned whether there is proof that Ms. Kemmer took
county records, and she suggested that the County Auditor write a
second letter to Ms. Kemmer's legal counsel, if she has legal counsel,
before proceeding with an Attorney General's investigation. Mrs.
Toussaint said Ms. Kemmer has filed a suit with the North Dakota
Department of Labor, and she made a statement in that document about
the records she took. John Goff will contact Ms. Kemmer to see if she
has legal counsel, and he will consult on the matter. It was the
consensus of the Commission to work through Ms. Kemmer's counsel for
the return of county payroll records before considering other options.

TROLLWOOD ABATEMENT UPDATE; JUVENILE BUILDING ADDITION BOND RATE;
FUNERAL DIRECTORS MEETING AND MODEL PROJECT COMMITTEE UPDATES;
COURTHOUSE BRASS ORNAMENTS; REFUGEE RESETTLEMENT; Committee reports
Mr. Goff reported that a hearing is upcoming on application for
abatement and settlement of taxes submitted by Trollwood Village
Limited Partnership.

Mr. Montplaisir reported the net effective rate of 4.8531% on the bond
sale today for the Juvenile Justice building addition, the project to
be paid for by the year 2000.

Mrs. Schneider reported that the committee appointed at the last
meeting to negotiate contract for indigent burials met for the first
time last week and will meet with funeral directors on June 8, 1995,
at 8:00 AM in the Courthouse.

Mrs. Schneider also reported that the Model Project Review Committee
will meet at 8:30 AM on June 5, 1995.

County Coordinator Bonnie Johnson reported on the Courthouse front
entrance remodeling project.
