Minutes--April 17, 1995 1324 <br /> <br />21. <br /> <br />22. <br /> <br />23. <br /> <br />DOME AUTHORITY APPOINTMENTS, County reaffirms names <br />At their regular meeting on March 27, 1995, the Fargo City Commission <br />voted to request the Cass County Commission to resubmit names for the <br />Fargo Dome Authority appointment because Mayor Bruce Furness said the <br />intent of the county appointment is to have someone who lives in rural <br />Cass County. <br /> <br />County Commissioners had made personal contacts and an advertisement <br />was placed in The Cass County Reporter, but that did not produce any <br />names from the rural area until after the news that the Fargo City <br />Commission had rejected the county's nominees, Jon G. Lindgren and <br />Bonnie Johnson. The County Commission has since received applications <br />from nine residents of Cass County who live outside of the Fargo city <br />limits. <br /> MOTION, passed <br /> Mrs. Toussaint moved and Mrs. Schneider seconded to <br /> reaffirm appointments of March 20, 1995, to the Fargo Dome <br /> Authority. On roll call vote, motion carried with three <br /> members voting "Aye", Mr. Wieland and Mr. Eckert opposing <br /> because they believe consideration should be given to the <br /> nine additional applicants. <br /> <br />METROPOLITAN COUNCIL OF GOVERNMENTS, Appointment of Commissioner <br />Wieland <br />County Engineer Keith Berndt was asked to report on the benefits of <br />Metropolitan Council of Governments (COG) membership and implications <br />of not continuing that membership because of Cass County's concerns <br />about alleged misconduct on the part of the Executive Director. Mr. <br />Berndt encouraged this Commission to continue their membership in COG. <br /> <br />As governments continue to look for ways to become more efficient, <br />cooperation, coordination and, in some instances, consolidation among <br />local governments becomes increasingly important, according to Mr. <br />Berndt. He said COG provides a forum for area planning and engineering <br />staff, as well as elected officials and other county staff members, <br />to discuss items of mutual interest. He outlined a number of projects <br />completed by COG in 1994, or which are currently underway, and he <br />believes the estimated cost of these projects has more than paid back <br />the cost of the County's membership. <br /> <br />Mr. Ness asked if Mr. Wieland plans to attend the COG meeting this <br />week, and Mr. Wieland said he will attend the meeting. MOTION, passed <br /> Mrs. Toussaint moved and Mrs. Schneider seconded to appoint <br /> Commissioner Alon Wieland to serve on the Metropolitan <br /> Council of Governments as a board member to replace <br /> Commissioner Pepper Toussaint. Mr. Ness suggested delaying <br /> the appointment of an alternate member until the next <br /> County Commission meeting. Motion carried on roll call <br /> vote with four members voting "Aye" and Mr. Wieland <br /> abstaining. <br /> <br />STATE'S ATTORNEY, Vehicle request referred to committee <br />State's Attorney John Goff submitted a request to have a Chevrolet <br />Astro Van reassigned back to his office for use by the newly hired <br />regional Welfare Fraud Investigator, Judy Tollefson. Mr. Ness <br />suggested referring this request to the next vehicle policy committee <br />meeting, and Mr. Goff was in agreement. <br /> <br /> <br />
