Minutes--April 17, 1995 1323 19. 20. county committee should be established consisting of the County Auditor, County Coordinator, Data Processing Coordinator and Chairman of the County Commission to study the pros and cons of belonging to the NDACo and NDCAT. Also, she suggested a maximum amount of dues for any one county, and Mr. Wieland said that is something the NDACo committee can consider. He asked Mr. Ruzicka to place an item on the next committee meeting agenda to discuss the time frame for sending out dues notice. Mr. Ruzicka asked Mr. Ness to serve on the NDACo committee to study dues structure, and Mr. Ness was in agreement. Mr. Ness said he plans to appoint a county committee to study the benefits of Cass County belonging to NDACo and NDCAT, as suggested by Mrs. Toussaint, and he invited other commissioners to serve on the committee also. ORDINANCE FIRST READING, Planning Commission membership County Engineer Keith Berndt proposed an ordinance, which was drafted by a subcommittee of the County Planning Commission, to change the Planning Commission membership to allow for more rural representation. The ordinance was reviewed and approved as to form by the State's Attorney. Mr. Ness said the Cass County Township Officer's Association favors the change. MOTION, passed Mr. Wieland moved and Mrs. Toussaint seconded to consider the April 17, 1995, Commission meeting as first reading of the ordinance to change Planning Commission membership; and to schedule second reading and proposed adoption at the May 15, 1995, Commission meeting. On roll call vote, motion carried unanimously. ABATEMENT HEARINGS, Larry & Vicki Scherling; Burlington Northern Railroad; Soo Line Railroad MOTION, passed Mrs. Toussaint moved and Mrs. Schneider seconded that abatement ~4002 for Larry and Vicki Scherling be approved as recommended by the City of North River and the Director of Equalization. On roll call vote, motion carried unanimously. MOTION, passed Mrs. Toussaint moved and Mr. Wieland seconded that abatement #4004 for Burlington Northern Railroad be denied and that the Burlington Northern Railroad be directed to District Court if aggrieved. On roll call vote, motion carried unanimously. MOTION, passed Mrs. Toussaint moved and Mrs. Schneider seconded that abatement #4005 for Soo Line Railroad be denied and that the Soo Line Railroad be directed to appeal to District Court if aggrieved. On roll call vote, motion carried unanimously.
