Comm. Minutes--April 17, 1995 1325 24. 25. 26. MOTION, passed Mrs. Toussaint moved and Mr. Eckert seconded to refer the State's Attorney's letter of April 7, 1995, to the Vehicle Policy Committee. Motion carried unanimously. VECTOR/WEED CONTROL, Operations changes to Road Department Commissioners received a memorandum dated April 13, 1995, from Keith Berndt saying one of the objectives of the 1995 weed and vector control work plans was to move the vector control operation to the highway and weed buildings. The move would involve relocating the administrative functions of both the vector and weed offices to the highway administration building, according to Mr. Berndt. MOTION, passed Mrs. Toussaint moved and Mrs. Schneider seconded to direct the County Engineer to proceed with moving the vector control operation to the county highway and weed buildings and moving the weed administrative functions to the highway administration building. Discussion: Mr. Eckert said the feasibility of combining these departments has been discussed previously and he questions if it is a workable situation. Mr. Wieland asked if the change will create a space problem in the Highway Department building, and Mr. Berndt said current space can be better utilized. At the call for the question and on roll call vote, the motion carried with four members voting "Aye," Mr. Eckert opposing. WORK PLAN QUARTERLY REPORT Work plan reports were received from all county departments, and commissioners updated the board on progress in each of their portfolio departments. NDACo LEGISLATIVE MEETING; COURTHOUSE SECURITY; PERSONNEL RECORDS IMAGING PROJECT; SOCIAL SERVICES REGIONAL MEETING; AUDIT BEING CONDUCTED, Committee reports County Coordinator Bonnie Johnson will be one of the speakers at a legislative follow-up meeting in Bismarck on Monday, April 24th. In addition to Mrs. Johnson attending the meeting, Mr. Wieland, Kathy Hogan and Michael Montplaisir will be there. Mrs. Johnson reported that county department heads are in agreement with using a computer card system for accessing the courthouse once full security is in place. Imaging of personnel records is now being implemented, and Mrs. Johnson said the project should be completed by year-end. Mr. Wieland reminded commissioners of a regional meeting of County Social Services Boards being held in Valley City on April 19, 1995, to review human service legislative changes. The State Auditor's Office is presently conducting the annual audit of Cass County records, according to County Auditor Michael Montplaisir.
