Minutes--March 6, 1995 1305 <br /> <br />SHERIFF DEPARTMENT, Out-of-state travel approved MOTION, passed <br /> Mr. Eckert moved and Mr. Wieland seconded to approve out- <br /> of-state travel for Captain Glenn Ellingsberg to attend a <br /> training session in Emmitsburg, Maryland on April 24-28, <br /> 1995. On roll call vote, motion carried unanimously. <br /> <br />SHERIFF DEPARTMENT, Authorized to proceed with purchase order <br /> MOTION, passed <br /> Mr. Eckert moved and Mr. Wieland seconded to authorize <br /> Sheriff's Department to proceed with purchase order for one <br /> new 1995 Ford Taurus sedan from Hanson Ford Lincoln Mercury <br /> of Grand Forks, in the amount of ~13,488.50. On roll call <br /> vote, motion carried unanimously. <br /> <br />COMMISSION POLICY MANUAL, Section 4.00 Advisory Boards MOTION, passed <br /> Mr. Eckert moved and Mr. Wieland seconded to amend <br /> Commission Policy Manual Section 4.00, Advisory Boards, by <br /> appointing Bernie Ness as second representative to the <br /> Fargo-Cass County Economic Development Corporation· On <br /> roll call vote, motion carried unanimously. <br /> <br />10. <br /> <br />CONTRACT APPROVAL, Detention of juveniles--Richland County; Flexible <br />Benefits <br /> MOTION, passed <br /> Mr. Eckert moved and Mr. Wieland seconded to approve the <br /> following contracts submitted by respective department head <br /> and portfolio commissioner, subject to State's Attorney <br /> approval, and authorize the chairman to sign the following: <br /> detention of juveniles for Richland County, detention of <br /> juveniles for Grand Forks County, and Flexible Benefits <br /> Administration. On roll call vote, motion carried <br /> unanimously. <br /> <br />11. <br /> <br />SOCIAL SERVICES, Actions ratified MOTION, passed <br /> Mr. Eckert moved and Mr. Wieland seconded to ratify Social <br /> Service Board actions of March 6, 1995, to approve the <br /> Office of Juvenile Justice and Delinquency Prevention <br /> contract and to issue furniture bids. On roll call vote, <br /> motion carried unanimously. <br /> <br />12. <br /> <br />HEARING ON APPLICATION OF PALLET & CRATE SUPPLY, INC. <br />Mr. Larry Nygard was present to discuss his request for a 10-year tax <br />exemption for Pallet & Crate Supply, Inc. He said the company is <br />expanding to include a new process to the manufacturing plant. The <br />new process takes wood waste and turns it into a wood shaving product <br />for possible use by the poultry industry. He also discussed another <br />possible resource for the company through processing dutch elm <br />diseased trees into animal bedding. <br /> <br />Mr. Ness <br />request. <br />meeting. <br /> <br />said this hearing is being held for discussion on this <br />A decision will be made at the next County Commission <br /> <br />Mr. Eckert asked if the dutch elm disease could be spread through the <br />animal bedding. Mr. Nygard said the disease does not affect the wood <br />and after the processing, no bacteria is present. <br /> <br /> <br />
