Minutes--February 21, 1995 1302 <br /> <br />11. <br /> <br />12. <br /> <br />Due to availability of alternate routes, he does not feel repair or <br />replacement is warranted, and it is in the county's and the township's <br />best interest to remove the structure. <br /> <br />Steve Clemenson, who is one of two families living near the bridge, <br />spoke in opposition to its removal because of the extra miles going <br />around the bridge. He believes the bridge could be repaired for less <br />than $100,000 for use on a limited-load basis. He presented petitions <br />signed by about 30 people, some of the petitioners being Minnesota <br />residents. Dates on one petition indicate they were signed in March <br />and April of 1994. <br /> <br />Mr. Wieland said the County Commission does not like to remove bridges <br />but if they cannot afford to repair them, the structure must be <br />removed to avoid people driving around barricades. Liability is a <br />great concern if the structure is not removed. <br /> MOTION, passed <br /> Mr. Wieland moved and Mrs. Toussaint seconded to authorize <br /> the county engineer to remove the bridge between Sections <br /> 5 and 8, Addison Township. Discussion: Mr. Clemenson <br /> requested that the decking and one stringer be replaced. <br /> Mr. Berndt said the Road Department would have repaired the <br /> bridge when they made the decision to close it in August of <br /> 1992, if only one stringer needed to be replaced. He said <br /> the bridge would require more extensive repairs before it <br /> could be opened again. Mr. Eckert said he viewed the <br /> bridge and noted the number of county roads in this area. <br /> He supports removing the bridge. At the call for the <br /> question and on roll call vote, motion carried unanimously. <br /> <br />COURTHOUSE ENTRANCE REMODELING, Bid awarded <br />Three bids were received on February 7, 1995, for remodeling the Cass <br />County Courthouse front entrance. By the toss of a coin to break a <br />tie bid of $78,800 between contractors D.C. Trautman and Meinecke- <br />Johnson, it is recommended to accept the bid of D.C. Trautman. <br /> MOTION, passed <br /> Mrs. Toussaint moved and Mrs. Schneider seconded to award <br /> bid for Courthouse front entrance remodeling to D.C. <br /> Trautman in the amount of $78,800 with funds being paid <br /> from the Cass County Future Building Fund; and authorize <br /> chairman to sign contract. On roll call vote, motion <br /> carried unanimously. <br /> <br />CHILD SUPPORT ENFORCEMENT UNIT, Overtime request <br />Kathleen Ziegelmann, Director of the Southeast Regional Child Support <br />Enforcement Unit (RCSEU), was present to request the overtime line <br />item be amended by an additional appropriation of $10,958, which would <br />be offset by $10,540 in additional federal, state and county funds, <br />according to her letter to the Commission dated February 10, 1995. <br /> <br /> <br />
