Comm. Minutes--February 21, 1995 1301 10. CONTRACT APPROVAL, Board of prisoners; detention of juveniles; and indigent defense for mental health proceedings MOTION, passed Mrs. Schneider moved and Mr. Wieland seconded to approve the following contracts submitted by respective department heads and portfolio commissioners, subject to State's Attorney approval; and authorize the chairman to sign: board of prisoners for counties of Griggs, Dickey, Walsh and City of Kindred; detention of juveniles with the counties of Barnes and Ransom; indigent defense for mental health proceedings with Attorneys Mark Beauchene, Steven Mottinger and Joanne Ottmar. On roll call vote, motion carried unanimously. ABATEMENT HEARING, David Habiger A hearing was held on application for abatement and settlement of taxes #3996 submitted by David Habiger for property located in Amenia Township. Recommendations from Amenia Township and County Director of Tax Equalization Frank Klein are to deny the abatement. Mr. Habiger was present and said he believes the property is worth $15-16,000 rather than the value of $27,200, which was placed on the property by the local assessor. He said the house is in disrepair and a drainage ditch runs through his property. Mr. Klein said the valuation of farmsteads has increased and local assessors must place a value on properties equal to market value. MOTION, passed Mrs. Toussaint moved and Mrs. Schneider seconded that abatement #3996 be denied, as recommended by Amenia Township and the Director of Equalization. On roll call vote, motion carried unanimously. ROAD DEPARTMENT, Gravel unloading station project Discussion was held with County Engineer Keith Berndt regarding a gravel unloading station project, as outlined in his memo received in the Commission Office on February 10, 1995. MOTION, passed Mr. Eckert moved and Mrs. Toussaint seconded to authorize the County Engineer to purchase land, install unloading facility and take other actions necessary to start operation of a railroad unloading facility near Durbin, ND. On roll call vote, motion carried unanimously. MOTION, passed Mrs. Toussaint moved and Mr. Wieland seconded to approve lease, occupancy permit for unloading site, and transport contract with Red River Valley and Western Railroad (RRVW) for the above project. On roll call vote, motion carried unanimously. ROAD DEPARTMENT, Bridge removal in Addison Township County Engineer Keith Berndt recommended removing a condemned bridge over the Maple River between Sections 5-8, Addison Township. He said it would cost over $100,000 to repair the bridge as a short-term solution, and total replacement cost would be about $400,000.
