Comm. Minutes--February 21, 1995 1301 <br /> <br />10. <br /> <br />CONTRACT APPROVAL, Board of prisoners; detention of juveniles; and <br />indigent defense for mental health proceedings MOTION, passed <br /> Mrs. Schneider moved and Mr. Wieland seconded to approve <br /> the following contracts submitted by respective department <br /> heads and portfolio commissioners, subject to State's <br /> Attorney approval; and authorize the chairman to sign: <br /> board of prisoners for counties of Griggs, Dickey, Walsh <br /> and City of Kindred; detention of juveniles with the <br /> counties of Barnes and Ransom; indigent defense for mental <br /> health proceedings with Attorneys Mark Beauchene, Steven <br /> Mottinger and Joanne Ottmar. On roll call vote, motion <br /> carried unanimously. <br /> <br />ABATEMENT HEARING, David Habiger <br />A hearing was held on application for abatement and settlement of <br />taxes #3996 submitted by David Habiger for property located in Amenia <br />Township. Recommendations from Amenia Township and County Director <br />of Tax Equalization Frank Klein are to deny the abatement. <br /> <br />Mr. Habiger was present and said he believes the property is worth <br />$15-16,000 rather than the value of $27,200, which was placed on the <br />property by the local assessor. He said the house is in disrepair and <br />a drainage ditch runs through his property. <br /> <br />Mr. Klein said the valuation of farmsteads has increased and local <br />assessors must place a value on properties equal to market value. <br /> MOTION, passed <br /> Mrs. Toussaint moved and Mrs. Schneider seconded that <br /> abatement #3996 be denied, as recommended by Amenia <br /> Township and the Director of Equalization. On roll call <br /> vote, motion carried unanimously. <br /> <br />ROAD DEPARTMENT, Gravel unloading station project <br />Discussion was held with County Engineer Keith Berndt regarding a <br />gravel unloading station project, as outlined in his memo received in <br />the Commission Office on February 10, 1995. MOTION, passed <br /> Mr. Eckert moved and Mrs. Toussaint seconded to authorize <br /> the County Engineer to purchase land, install unloading <br /> facility and take other actions necessary to start <br /> operation of a railroad unloading facility near Durbin, ND. <br /> On roll call vote, motion carried unanimously. <br /> <br />MOTION, passed <br />Mrs. Toussaint moved and Mr. Wieland seconded to approve <br />lease, occupancy permit for unloading site, and transport <br />contract with Red River Valley and Western Railroad (RRVW) <br />for the above project. On roll call vote, motion carried <br />unanimously. <br /> <br />ROAD DEPARTMENT, Bridge removal in Addison Township <br />County Engineer Keith Berndt recommended removing a condemned bridge <br />over the Maple River between Sections 5-8, Addison Township. He said <br />it would cost over $100,000 to repair the bridge as a short-term <br />solution, and total replacement cost would be about $400,000. <br /> <br /> <br />
