Minutes--January 3, 1995 1289 <br /> <br />22. <br /> <br />23. <br /> <br />In a memo to the Commission from County Coordinator Bonnie Johnson, <br />dated December 23, 1994, she recommended the board donate the computer <br />equipment, purchased with the grant money, to the Community <br />Restitution Program because Cass County expended no money in the one- <br />year grant. <br /> MOTION, passed <br /> Mr. Wieland moved and Mr. Eckert seconded to approve the <br /> donation of the Community Restitution computer equipment to <br /> operation R.E.S.T.O.R.E. On roll call vote, motion <br /> carried unanimously. <br /> <br />WOODS ELEVATOR ROAD, Request for gravel on portion of road denied <br />After the last meeting of the Road Advisory Committee and a subsequent <br />meeting with the Woods Elevator Board, County Engineer Keith Berndt <br />wrote a memo to the Commission dated December 19, 1994, recommending <br />that the board consider graveling one-half mile of road serving the <br />Woods Elevator on a one-time basis in 1995 without reimbursement. <br />Future maintenance on this road would be according to county policy, <br />which states that private roads, parking areas and crossings may be <br />maintained by the County Highway Department when requested, but all <br />private work must be on a reimbursable basis. <br /> <br />Mr. Berndt said his original recommendation to the Road Advisory <br />Committee, at their meeting on December 5, 1994, was to discontinue <br />maintenance entirely to avoid setting a precedent by maintaining <br />access to a business. However, he understood from the meeting that <br />he was to negotiate with the Woods Elevator Board. <br /> <br />Mr. Wieland suggested supporting the engineer's recommendation to <br />gravel the road one more time, and then county policy will alleviate <br />a situation that should not have been done in the first place. <br /> <br />Mr. Eckert served on the board at the time the action was taken to <br />maintain the road, and he said the reasons for doing that may not <br />exist any more. He does favor graveling it one more time in 1995. <br /> <br />Mr. Ness asked if the road was ever considered a county road, and Mr. <br />Berndt said it was not. MOTION, failed <br /> Mr. Wieland moved and Mr. Eckert seconded to authorize the <br /> County Engineer to provide gravel to the one-half mile road <br /> serving the Woods Elevator on a one-time basis in 1995 at <br /> a cost not to exceed ~1,500, with final determination that <br /> no further services will be provided, such as graveling or <br /> snow removal. On roll call vote, the motion failed with <br /> Mr. Eckert and Mr. Wieland voting "Aye;" Mr. Ness, Mrs. <br /> Schneider and Mrs. Toussaint opposing. <br /> <br />BUDGET ITEMS, Distribution of 1995 travel money <br />Commissioners received a memo dated December 20, 1994, from Dorothy <br />Howard, Chair of the Cass County department head group, saying they <br />discussed reduction of the education/travel budget items at their last <br />meeting held December 19, 1994. A plan presented by County Auditor <br />Michael Montplaisir was approved, reflecting a reduction of $20,520; <br />and a sub-committee of three department heads will draft a policy for <br />disbursement of education/travel funds for 1995. <br /> <br /> <br />
