RESOLUTIONS #1994-12, #1994-13, #1994-14. ~1994-15, Street Improvement District (Borderud's Subdivision) Jeff Volk of Moore Engineering, Daniel Twichell of Ohnstad Twichell Law Firm, and Oliver Gorky were present to answer questions about the proposed creation of a special assessment district to reconstruct the streets with asphalt in Borderud's Subdivision. Commissioners received a petition for street improvements signed by 14 of the 19 residents, a letter from the Barnes Township Board of Supervisors supporting the project, and engineer's report outlining the estimated project costs and describing the proposed assessment district. MOTION, passed Mr. Wieland moved and Mrs. Toussaint seconded to authorize the chairman and the county auditor to sign the following resolutions regarding Street Improvement District No. 95-1, as filed in the County Auditor's Office: RESOLUTION CREATING STREET IMPROVEMENT DISTRICT NO. 95-1 OF CASS COUNTY, NORTH DAKOTA; RESOLUTION DIRECTING ENGINEER TO PREPARE REPORT; RESOLUTION APPROVING ENGINEER'S REPORT; AND RESOLUTION DECLARING WORK NECESSARY FOR AN IMPROVEMENT IN STREET IMPROVEMENT DISTRICT NO. 95-1. On roll call vote, motion carried unanimously. VECTOR CONTROL DIRECTOR, Contract for 1995 Discussion was held with the County Engineer, Keith Berndt, on continuation of the employment agreement with Joel Young as Vector Control Director. Mr. Berndt outlined his reasons for recommending that Mr. Young continue to be employed on a contract basis rather than a regular employee. Mr. Eckert thinks 1300 hours dedicated to vector control is excessive, and Mr. Berndt said that is the commission's decision in the budget process. Mr. Ness said the Vector Control Board is comfortable with the number of hours currently spent on the mosquito control plan. MOTION, passed Mr. Wieland moved and Mrs. Toussaint seconded to approve the employment agreement, as submitted, with Joel Young as Vector Control Director. At the call for the question and on roll call vote, the motion carried with Mrs. Toussaint, Mr. Wieland, Mr. Ness and Mr. Risher voting "Aye"; Mr. Eckert opposing.
