On roll call vote, motion carried unanimously. <br /> <br />RESOLUTIONS #1994-12, #1994-13, #1994-14. ~1994-15, Street Improvement <br />District (Borderud's Subdivision) <br />Jeff Volk of Moore Engineering, Daniel Twichell of Ohnstad Twichell <br />Law Firm, and Oliver Gorky were present to answer questions about the <br />proposed creation of a special assessment district to reconstruct the <br />streets with asphalt in Borderud's Subdivision. <br /> <br />Commissioners received a petition for street improvements signed by <br />14 of the 19 residents, a letter from the Barnes Township Board of <br />Supervisors supporting the project, and engineer's report outlining <br />the estimated project costs and describing the proposed assessment <br />district. <br /> MOTION, passed <br /> Mr. Wieland moved and Mrs. Toussaint seconded to authorize <br /> the chairman and the county auditor to sign the following <br /> resolutions regarding Street Improvement District No. 95-1, <br /> as filed in the County Auditor's Office: RESOLUTION <br /> CREATING STREET IMPROVEMENT DISTRICT NO. 95-1 OF CASS <br /> COUNTY, NORTH DAKOTA; RESOLUTION DIRECTING ENGINEER TO <br /> PREPARE REPORT; RESOLUTION APPROVING ENGINEER'S REPORT; AND <br /> RESOLUTION DECLARING WORK NECESSARY FOR AN IMPROVEMENT IN <br /> STREET IMPROVEMENT DISTRICT NO. 95-1. On roll call vote, <br /> motion carried unanimously. <br /> <br />VECTOR CONTROL DIRECTOR, Contract for 1995 <br />Discussion was held with the County Engineer, Keith Berndt, on <br />continuation of the employment agreement with Joel Young as Vector <br />Control Director. Mr. Berndt outlined his reasons for recommending <br />that Mr. Young continue to be employed on a contract basis rather than <br />a regular employee. Mr. Eckert thinks 1300 hours dedicated to vector <br />control is excessive, and Mr. Berndt said that is the commission's <br />decision in the budget process. Mr. Ness said the Vector Control <br />Board is comfortable with the number of hours currently spent on the <br />mosquito control plan. MOTION, passed <br /> Mr. Wieland moved and Mrs. Toussaint seconded to approve <br /> the employment agreement, as submitted, with Joel Young as <br /> Vector Control Director. At the call for the question and <br /> on roll call vote, the motion carried with Mrs. Toussaint, <br /> Mr. Wieland, Mr. Ness and Mr. Risher voting "Aye"; Mr. <br /> Eckert opposing. <br /> <br />WORK PLANS, Commissioners report on portfolio departments <br />Work plan reports were provided by Commissioners, and <br />Coordinator Bonnie Johnson will file the reports. <br /> <br />County <br /> <br />TREASURER REPORTS ON INVESTMENT PROCEDURE; CRIME BILL COMMITTEE <br />REPRESENTATIVE; VECTOR CONTROL ANNUAL REPORT, Committee reports <br />Cass County Treasurer Charlotte Sandvik provided a written response <br />to a question from Chairman Risher concerning a recent newspaper <br />article about the plight of Orange County, California, because of <br /> <br /> <br />
