Minutes--November 7, 1994 1267 <br /> <br />14. <br /> <br />15. <br /> <br />16. <br /> <br />17. <br /> <br />SHERIFF'S DEPARTMENT, Hiring deputy sheriff MOTION, passed <br /> Mr. Ness moved and Mr. Wieland seconded to ratify Personnel <br /> Overview Committee action on this date authorizing the <br /> Sheriff's Department to hire a deputy sheriff at year two <br /> of the B32 pay range because of experience. On roll call <br /> vote, motion carried unanimously. <br /> <br />APPRAISAL OF TAX-FORFEITED PROPERTY, Hearing held <br />This was the date and time advertised for a public hearing on the <br />appraisal of tax-forfeited property. The Chairman opened the hearing <br />inviting public entities to address the issue of the appraisal on tax- <br />forfeited properties. No one asked to speak at this time and the <br />hearing was closed. County Auditor Michael Montplaisir said the sale <br />of tax-forfeited property will be held November 15, 1994, beginning <br />at 10:00 AM. <br /> <br />NORTH DAKOTA PUBLIC EMPLOYEES RETIREMENT SYSTEM, Benefit discussion <br />The Employee Benefits Committee discussed the "Rule of 85" issue as <br />presented to County Auditor Michael Montplaisir in a letter from the <br />North Dakota Public Employees Retirement System (NDPERS) dated <br />September 30, 1994. Mr. Risher said the Benefits Committee made no <br />recommendation on three options outlined in the letter from NDPERS. <br /> MOTION, passed <br /> Mr. Ness moved and Mrs. Toussaint seconded to notify NDPERS <br /> that the Cass County Board of Commissioners recommends no <br /> change in the current benefit system. On roll call vote, <br /> motion carried unanimously. Mr. Montplaisir will inform <br /> NDPERS of the board's opinion. <br /> <br />EXTENSION SERVICE, Youth/family program grant <br />Brad Cogdill, County Extension Agent, requested commission approval <br />for the Cass County Extension Office to accept a grant from the NDSU <br />Extension Service to implement an integrated youth and parent <br />education program, according to his memorandum to the Cass County <br />Commission dated October 28, 1994. <br /> <br />Mr. Cogdill said the program will target 10-15 year old children and <br />their parents in the Fargo/West Fargo School Districts. A curriculum <br />developed by the Center for Early Adolescence, School of Medicine, <br />University of North Carolina, will be used for the project. Connie <br />Weed and DeAnn Johnson will have their job duties reassigned to this <br />project through September, 1995, because the grant has a short time <br />period for implementation. Portions of their current job duties would <br />be reassigned to a new hire from November 1, 1994, through September <br />30, 1995, according to Mr. Cogdill. <br /> <br />Mrs. Toussaint asked if this is the position which was already <br />advertised in yesterday's edition of The Forum, and Mr. Cogdill said <br />he talked to Mr. Wieland about running the advertisement in the <br />newspaper prior to commission approval, with the understanding that <br />recruitment would stop if the commission does not approve the request. <br />Mrs. Toussaint also asked about office space for a new hire, and Mr. <br />Cogdill said they have room for another person but it will be crowded. <br /> <br /> <br />
