Comm. Minutes--October 17, 1994 1262 <br /> <br />14. <br /> <br />15. <br /> <br />SHERIFF DEPARTMENT, Crime bill review/committee to be established <br />Sheriff's Department Chief Deputy Jim Thoreson discussed the Violent <br />Crime Control and Law Enforcement Act of 1994, commonly referred to <br />as the Federal Crime Bill. He urged the Commission to appoint a <br />committee to investigate possible benefits to Cass County citizens, <br />the committee to consist of 12 officials from various agencies. <br /> <br />Mr. Wieland thinks the committee is too large and suggested using some <br />of the agencies as a resource. Mr. Ness agrees with the community- <br />effort idea, and he said the committee could divide into sub-groups <br />once they begin meeting. MOTION, passed <br /> Mrs. Toussaint moved and Mr. Ness seconded to appoint a <br /> community-wide committee to begin the review process for a <br /> grant application package. Those officials/agencies to be <br /> invited to be a part of the grant process shall include: <br /> Fargo Police Department, Cass County Sheriff's Department, <br /> Jail Administrator, West Fargo Police Department, two <br /> County Commissioners, District Court Judge, State's <br /> Attorney, County Coordinator, County Auditor, North Dakota <br /> Parole and Probation, and North Dakota Department of <br /> Institutions. Discussion: Mr. Ness asked if the county <br /> has too many representatives on the committee in comparison <br /> to other agencies, and Mr. Thoreson said some agencies may <br /> choose to conduct their own study of the bill. Mr. Risher <br /> thinks two county commissioners should be on the committee <br /> since it impacts the county a great deal because of jail <br /> over-crowding. At the call for the question and on roll <br /> call vote, the motion carried with four members voting <br /> "Aye," Mr. Wieland opposing. <br /> <br />EXTENSION TASK FORCE REVIEW, Document accepted/referred to State and <br />County Extension Services <br />Leah Lindgren, Chair of the Cass County Extension Task Force, appeared <br />before the Commission and highlighted the five major study areas in <br />the final report, which Commissioners received prior to this meeting. <br />Commissioners commended the committee for the hard work and diligence <br />in their study of the overall roles and responsibilities of the county <br />extension program and services. MOTION, passed <br /> Mr. Wieland moved and Mrs. Toussaint seconded to accept the <br /> task force review and forward the report to NDSU Extension <br /> Service Administration and Cass County Extension Service; <br /> recommending that the board of county commissioners receive <br /> a status report in six months' time describing any action <br /> taken on the recommendations; that legislation be drafted <br /> as needed; and that a letter be sent to task force members <br /> thanking them for their service on this committee. On roll <br /> call vote, motion carried unanimously. <br /> <br /> <br />
