Minutes-~June 20, 1994 1226 <br /> <br />16. <br /> <br />17. <br /> <br />18. <br /> <br />19. <br /> <br />ROAD IMPROVEMENT, Special assessment district requested <br />Mr. Berndt requested permission to proceed with project planning and <br />design for road improvements adjacent to the Interstate 29 frontage <br />road from 32nd Avenue South to Rose Coulee, using special assessments <br />to pay for the project. <br /> <br />The Commission received a letter about two weeks ago from businesses <br />in this area requesting the county to establish a special assessment <br />district for concrete paving. County Auditor Michael Montplaisir said <br />the Commission may need to revise their policy on creating special <br />assessment districts so that it can be applied to commercial property. <br /> MOTION, passed <br /> Mr. Ness moved and Mrs. Toussaint seconded to authorize the <br /> County Engineer to proceed with planning and design of 38th <br /> Street South (I-29 frontage road) improvements by special <br /> assessment from 32nd Avenue South to Rose Coulee. On roll <br /> call vote, motion carried unanimously. <br /> <br />ROAD DEPARTMENT, Vector Control update <br />Mr. Berndt provided an oral and a written report on vector control <br />activities. He said Joel Young, who was also present today, prepared <br />the written report with input from the vector control board. <br /> <br />The current objective of the vector program is to control the disease- <br />carrying mosquito, (Culex Tarsalis), and Mr. Berndt is interested in <br />exploring some options for controlling the nuisance mosquito as well. <br />No objection was given to Mr. Berndt informally discussing the report <br />with the cities of Fargo, West Fargo and possibly Moorhead. <br /> <br />SHERIFF DEPARTMENT, Vehicle disposal <br />Sheriff Don Rudnick requested permission to dispose of six vehicles <br />from the county fleet. Mr. Ness suggested contacting the City of <br />Fargo in the future to inquire about disposing of vehicles through <br />their public auction. MOTION, passed <br /> Mr. Ness moved and Mrs. Toussaint seconded to authorize the <br /> County Auditor to dispose of the county vehicles through <br /> auction with the City of Fargo or through newspaper <br /> advertising. On roll call vote, motion carried <br /> unanimously. <br /> <br />STATE'S ATTORNEY, Vehicle acquisition <br />State's Attorney John Goff furnished copies of a letter in response <br />to a memo from Mr. Ness dated May 12, 1994, concerning vehicle <br />acquisition and county equipment policy. <br /> <br />Mr. Goff said the court forfeited a 1985 BMW automobile to the State's <br />Attorney's Office pursuant to a criminal judgement dated April 12, <br />1994; and his office currently holds title to the vehicle and has it <br />insured. He said the vehicle has over 130,000 miles on it and the <br />value was estimated by Northern Auto Sports at $2,000-3,000. <br /> <br />Mr. Risher said the Commission has a policy on equipment and vehicles <br />that should be followed, and he believes the value established on such <br />items should reflect insurance replacement cost. <br /> <br /> <br />
