Minutes--June 20, 1994 1225 <br /> <br />14. <br /> <br />15. <br /> <br />MOTION, passed <br />Mr. Ness moved and Mrs. Toussaint seconded to authorize the <br />County Engineer to proceed with condemnation of the first <br />5' of right-of-way for the County Road 15 grading project, <br />to adopt Resolutions #1994-6 and #1994-7 declaring the <br />necessity of taking the parcels of land; and direct a <br />special board consisting of the county auditor, the county <br />treasurer and the register of deeds to fix the damages for <br />the taking of said land. Discussion: Mr. Berndt said he <br />will bring this matter back to the Commission before he <br />proceeds with condemnation for the bike path. On roll call <br />vote, motion carried unanimously. <br /> <br />ROAD DEPARTMENT, 911 signing <br />Mr. Berndt requested permission to proceed with purchase and <br />installation of 911 rural address signs, according to his memo dated <br />June 10, 1994. It was the consensus of the Commission to have <br />Mr. Berndt contact the Joint Dispatch Council user committee to get <br />their input on this plan, and Mr. Eckert said the township officer's <br />association would be a good source of input at some time. MOTION, passed <br /> Mr. Wieland moved and Mrs. Toussaint seconded to authorize <br /> County Engineer to proceed with purchase and installation <br /> of rural address signs, subject to a positive response from <br /> the Joint Dispatch user committee; and direct the County <br /> Auditor to make appropriate budget adjustment to pay for <br /> the signs. On roll call vote, motion carried unanimously. <br /> <br />ROAD DEPARTMENT, "Adopt-A-Highway Program" <br />Cass County Rural Electric Cooperative contacted the Road Department <br />about "adopting" a segment of County Road 15 near Kindred whereby they <br />would be responsible for picking up trash from that road ditch. <br /> <br />Mr. Berndt provided a sample "Adopt-A-Highway Agreement" and North <br />Dakota Department of Transportation Safety Tips for such a program. <br />He requested authorization to sign future agreements with groups who <br />want to participate in these project, and suggested the respective <br />group be responsible for providing bags and disposing of trash. The <br />county could supply signs recognizing the group responsible for that <br />segment of road, at a cost of about $200 each, he said. MOTION, passed <br /> Mrs. Toussaint moved and Mr. Eckert seconded to authorize <br /> the County Engineer to proceed with ,,Adopt-A-Highway <br /> Program" and to sign agreements. DiSCuSSion: Mr. Wieland <br /> suggested setting up a line item in the Road Department <br /> budget for future agreements so enough money can be <br /> budgeted for signs each year. Mr. Berndt was asked to <br /> draft a policy for Commission review at a future meeting <br /> stating minimum number of signs to be purchased in a year, <br /> establishing priority areas and a minimum number of miles <br /> per project.
