Minutes--June 20, 1994 1224 <br /> <br />13. <br /> <br />Mr. Steiner requested approval today to order software and hardware <br />for the remote access project in the amount of approximately $10,000, <br />which he has budgeted, pending grants yet to be awarded. He will <br />delay installing permanent telephone lines at this time. <br /> <br />Mr. Ness yielded to Mr. Steiner's recommendation at the last meeting <br />to proceed with option ~2, as outlined in his June 3, 1994, memo to <br />the Commission because of Mr. Steiner's concern about security. <br />Mr. Steiner said he is also concerned about future staff time. <br /> <br />Mr. Jim Deibert, F-M Area Association of Realtors, cautioned the board <br />about ordering $10,000 worth of equipment today if they are doing it <br />only for the benefit of the realtors association. He has not gone <br />back to Doll his membership because there is no firm estimate of the <br />cost yet. Mr. Ness said purchase of this equipment is not solely for <br />realtors, but other county departments will gain access to the system. <br /> MOTION, passed <br /> Mr. Ness moved and Mrs. Toussaint seconded to authorize the <br /> Data Processing Coordinator to proceed with the purchase of <br /> equipment in the amount of approximately $10,800 for remote <br /> access. On roll call vote, motion carried unanimously. <br /> <br />RESOLUTION #1994-6 and #1994-7, Condemnation of County 15 right-of-way <br />County Engineer Keith Berndt recommended proceeding with right-of-way <br />condemnation for the County Road 15 project for two parcels of land <br />located south of Kindred in Normanna Township. He said the owners <br />have been offered the appraised value of $1,100 per acre for <br />approximately two acres, but they are requesting $7,500 per acre <br />because they feel the property has commercial development potential <br />and that is what commercial lots have sold for in that area. <br /> <br />Mr. Berndt said the right-of-way condemnation involves five feet for <br />this summer's highway grading project and 20 feet for next year's <br />planned bicycle path, for which a grant has been obtained and in which <br />Cass County has agreed to participate. <br /> MOTION, withdrawn <br /> Mr. Ness moved and Mrs. Toussaint seconded to authorize the <br /> County Engineer to proceed with condemnation and adopt <br /> Resolutions #1994-6 and #1994-7 declaring the necessity of <br /> taking the parcels of land; and to direct a special board <br /> consisting of the county auditor, the county treasurer and <br /> the register of deeds to fix the damages for the takings. <br /> Discussion: Mr. Wieland suggested eliminating the 20' <br /> right-of-way for the bike path at this time because of the <br /> potential for added cost, and proceed with condemnation of <br /> 5' for road construction purl~oses. Mr. Risher suggested a <br /> letter of support from the City of Kindred, and Mr. Berndt <br /> said they have agreed to participate in the bike path. He <br /> doesn't have an indication from them on the condemnation. <br /> Mr. Ness withdrew his motion and Mrs. Toussaint withdrew <br /> the second. <br /> <br /> <br />
