Comm. Minutes--June 20, 1994 1224 13. Mr. Steiner requested approval today to order software and hardware for the remote access project in the amount of approximately $10,000, which he has budgeted, pending grants yet to be awarded. He will delay installing permanent telephone lines at this time. Mr. Ness yielded to Mr. Steiner's recommendation at the last meeting to proceed with option ~2, as outlined in his June 3, 1994, memo to the Commission because of Mr. Steiner's concern about security. Mr. Steiner said he is also concerned about future staff time. Mr. Jim Deibert, F-M Area Association of Realtors, cautioned the board about ordering $10,000 worth of equipment today if they are doing it only for the benefit of the realtors association. He has not gone back to Doll his membership because there is no firm estimate of the cost yet. Mr. Ness said purchase of this equipment is not solely for realtors, but other county departments will gain access to the system. MOTION, passed Mr. Ness moved and Mrs. Toussaint seconded to authorize the Data Processing Coordinator to proceed with the purchase of equipment in the amount of approximately $10,800 for remote access. On roll call vote, motion carried unanimously. RESOLUTION #1994-6 and #1994-7, Condemnation of County 15 right-of-way County Engineer Keith Berndt recommended proceeding with right-of-way condemnation for the County Road 15 project for two parcels of land located south of Kindred in Normanna Township. He said the owners have been offered the appraised value of $1,100 per acre for approximately two acres, but they are requesting $7,500 per acre because they feel the property has commercial development potential and that is what commercial lots have sold for in that area. Mr. Berndt said the right-of-way condemnation involves five feet for this summer's highway grading project and 20 feet for next year's planned bicycle path, for which a grant has been obtained and in which Cass County has agreed to participate. MOTION, withdrawn Mr. Ness moved and Mrs. Toussaint seconded to authorize the County Engineer to proceed with condemnation and adopt Resolutions #1994-6 and #1994-7 declaring the necessity of taking the parcels of land; and to direct a special board consisting of the county auditor, the county treasurer and the register of deeds to fix the damages for the takings. Discussion: Mr. Wieland suggested eliminating the 20' right-of-way for the bike path at this time because of the potential for added cost, and proceed with condemnation of 5' for road construction purl~oses. Mr. Risher suggested a letter of support from the City of Kindred, and Mr. Berndt said they have agreed to participate in the bike path. He doesn't have an indication from them on the condemnation. Mr. Ness withdrew his motion and Mrs. Toussaint withdrew the second.
