Comm. Minutes--April 18, 1994 1198 <br /> <br />Mr. Wieland said he is amazed about the negativism of a particular <br />situation where people try to bring things closer to those involved <br />as opposed to someone on a broader base dictating what is supposed <br />to be done. He believes a proposed home rule charter at this time <br />will be different than the one proposed in 1992 because of legislative <br />changes and what has been learned in the education process. MOTION, passed <br /> Mr. Wieland moved and Mr. Eckert seconded that the Cass <br /> County Commission proceed with the home rule process by <br /> creating a charter commission to conduct research and <br /> public meetings to determine articles for a completed <br /> charter to be presented to the voters of Cass County. <br /> <br />Such charter is to be finalized in a timely fashion to <br />allow for inclusion on the general election ballot in <br />November, 1994 if so desired by the Board of County <br />Commissioners. <br /> <br />(1) <br /> <br />Procedural: <br />Commission to consist of five members with each County <br />Commissioner presenting one candidate chosen at large from Cass <br />County (or from their respective district) for presentation and <br />approval by a majority vote of the commission. <br /> <br />If a commissioner's candidate fails to acquire the necessary <br />three votes for appointment, said commissioner will offer <br />another candidate. <br /> <br />(2) <br /> <br />Appointment of Charter Commissioners for a period not to exceed <br />six months, for which each will be reimbursed $40.00 for each <br />month of operation. <br /> <br />(3) <br /> <br />After successful appointment (by majority of commissioners) of <br />five charter commissioners, the County Board of Commissioners <br />will select a charter commissioner to serve as commission <br />chairman. Such chairman will be reimbursed at a rate of $50.00 <br />for each month of operation. <br /> <br />(4) <br /> <br />The charter commission chairman will determine the meeting <br />schedule and a minimal budget (to be approved by Board of <br />Commissioners) for the commission's meeting expenses. <br /> <br />(5) <br /> <br />The Cass County Board of Commissioners will make the necessary <br />resources available for the charter commission: <br /> <br />(a) Clerical support function; <br /> <br />(b) Transcription support function; <br /> <br />(c) Designate liaison from county to assist commission <br /> (charter); <br /> <br />(d) <br /> <br />Assume responsibility for all public notices, advertising <br />and printing costs of final report (determined by <br />chairman's budget); <br /> <br /> <br />
