Minutes--April 18, 1994 1197 <br /> <br />10. <br /> <br />BUDGET ADJUSTMENTS 1994, Finance Committee recommendations approved <br /> MOTION, passed <br /> Mr. Wieland moved and Mr. Eckert seconded to approve the <br /> following 1994 budget adjustments recommended by the <br /> Finance Committee, according to memo from the County <br /> Auditor dated March 22, 1994: On roll call vote, motion <br /> carried unanimously. <br /> <br />Fund Budget Amount <br />Jail On-Site Monitoring $ 5,000 <br />General Sheriff Vehicles $53,681 <br />General Sheriff Vehicle Equipment $ 2,499 <br /> <br />CONTRACT APPROVAL, Hardrives, Inc.; Stanley's Lawn Care; Lammer <br />mnviro~ental Services; U.S. West Communications; Ernst & Young <br /> MOTION, passed <br /> Mr. Wieland moved and Mr. Bckert seconded to approve the <br /> following contracts submitted by respective department head <br /> and portfolio commissioners, subject to State's Attorney <br /> approval; and authorize chairman to sign: 1) Hardrives, <br /> Inc. for County Road 26 asphalt; 2) Stanley's Lawn Care <br /> for lawn care maintenance; 3) Lammer Environmental Services <br /> Corporation for asbestos survey at Juvenile Justice Center; <br /> 4) U.S. West Communications on monthly telephone service <br /> fixed rate for five years; 5) Ernst & Young 1994 salary <br /> administration work plan. On roll call vote, motion <br /> carried unanimously. <br /> <br />WEED PROGRAM ADMINISTRATOR, County Engineer assumes duties on trial <br />basis <br />Mr. Eckert asked to move this item from the consent agenda for <br />discussion. He said the Weed Control Board discussed making this a <br />temporary, interim appointment to follow through on advertising and <br />doing the present duties of administrator until a permanent weed <br />control officer is acquired. <br /> <br />Mr. Berndt understands that he will serve as County Weed Program <br />Administrator on a trial basis, subject to the wishes of the weed <br />Board. Mr. Wieland asked if he may be appointed on a permanent basis, <br />and Mr. Berndt said that is a possibility. MOTION, passed <br /> Mr. Eckert moved and Mr. Wieland seconded to authorize <br /> County Engineer Keith Berndt to assume additional duties as <br /> County Weed Program Administrator on a trial basis, subject <br /> to the weed Board's desire. On roll call vote, motion <br /> carried unanimously. <br /> <br />HOME RULE COMMITTEE, Process to begin <br />County Coordinator Bonnie Johnson outlined the procedure and provided <br />a timeline in a memo dated April 11, 1994, to place the home rule <br />issue on the November, 1994, ballot if the Commission decides to <br />proceed with it. <br /> <br />Mr. Eckert said he supported home rule in the past and believes it has <br />some benefits. He thinks it will be more difficult to pass because <br />of some actions of the County Commission in the last period of time <br />being negative to the rural area. He supports proceeding with the <br />home rule charter commission but thinks it will be an uphill battle. <br /> <br /> <br />
