Minutes--April 4, 1994 1192 <br /> <br />21. <br /> <br />RESOLUTIONS #1994-3 AND 1994-4, Computer grant applications; letter <br />to North Dakota Association of Counties (NDACo) <br />Mike Steiner, Data Processing Coordinator, was present regarding <br />resolutions for submitting .,Application for Local Government Computer <br />Grant Program." One application is for a pilot project between Cass <br />County Government and the City of Reile's Acres for creation of a <br />dial-up access system to county records for a budget total of $19,000, <br />the grant request being $5,000. The second application is between <br />Cass County Government and the City of Fargo for joint dispatch/MDT <br />(mobile data terminals) for a budget total of $250,000, Cass County's <br />share being $15,000. <br /> <br />Mr. Steiner said each entity is allowed to submit grant requests <br />totaling $15,000, and Mr. Ness said he was not aware of the <br />application proposed by Mr. Steiner for the dial-up communications <br />network and is concerned about asking for a grant for any project <br />other than dispatch equipment. <br /> <br />Mrs. Johnson suggested submitting both of the grant requests, with the <br />decision on which combined application will receive funding to be made <br />by the grant review committee. MOTION, passed <br /> Mr. Ness moved and Mr. Wieland seconded to submit both <br /> grant applications as presented today. <br /> Discussion: Mr. Steiner thinks the county should apply for <br /> one or the other, but not both, because the total request <br /> of both grants is ~20,000, which exceeds the $15,000 limit <br /> set by State Statutes for each entity. He was agreeable to <br /> the Commission submitting the grant for the MDT's if that <br /> is the Commission's preference. A suggestion was made to <br /> attach a priority list to the grant applications. Mr. <br /> Steiner thinks the City of Fargo will be looked upon more <br /> favorably than Cass County for receiving a grant award. <br /> Mr. Risher asked why the Commission was not notified of <br /> these grant applications sooner, and Mr. Steiner said he <br /> obtained cost estimates about 10 days ago and still has <br /> some work to finish on the access system grant. He said <br /> the City of Fargo grant is well-written and meets all <br /> guidelines. At the call for the question and on roll call <br /> vote, the motion carried unanimously. <br /> <br />MOTION, passed <br />Mr. Ness moved and Mrs. Toussaint seconded to adopt <br />Resolution #1994-3 submitting .Application for Local <br />Government Computer Grant Program" for a proposed <br />cooperative project with the City of Reile's Acres and <br />adopt Resolution #1994-4 submitting "Application for Local <br />Government Computer Grant Program" for a proposed <br />cooperative project with the City of Fargo; and authorize <br />chairman and auditor to sign said resolutions. On roll <br />call vote, motion carried unanimously. <br /> <br />Mr. Ness said he understands the North Dakota Association of Counties <br />is requesting $100,000 of the grant pool, and he feels this is working <br />against counties who take the time and effort to prepare a grant <br />request. Mr. Wieland believes the intent was to apply for the money <br /> <br /> <br />
