PERMIT FOR SITE AUTHORIZATION, West Fargo VFW at Fairgrounds MOTION, passed Mrs. Toussaint moved and Mr. Wieland seconded to grant site authorization permit for Arthur W. Jones VFW Post 7564 to conduct games of chance under license issued by North Dakota Attorney General's Office for the period of April 4, 1994 through June 30, 1994, at the Red River Valley Fair Beer Gardens. On roll call vote, the motion carried unanimously. APPOINTMENT, Welfare Reform Negotiation Committee MOTION, passed Mrs. Toussaint moved and Mr. Wieland seconded to appoint Commissioner Alon Wieland to represent the Cass County Board of Commissioners on the Welfare Reform Negotiation Committee for Region V. On roll call vote, motion carried unanimously. COMMISSION POLICY MANUAL, Amended to include policies on postage due mail, donated equipment and purchase orders Bonnie Johnson, County Coordinator, said department heads discussed the postage due mail policy and suggested adding that department heads will be responsible for notifying the post office and commission office of any exceptions to the policy due to special circumstances. She said the maintenance department can accommodate special requests if she is notified in advance, and Mr. Ness believes the post office will deliver postage due mail to any department needing that service for specific times, such as in the case of absentee ballots mentioned by County Auditor Michael Montplaisir. MOTION, passed Mrs. Toussaint moved and Mr. Ness seconded to amend Commission Policy Manual to add Section 33.00, Postage Due Mail. On roll call vote, motion carried unanimously. Mrs. Johnson said the Commission asked her to draft a policy on donated equipment since the county maintains a fixed asset system. Mrs. Toussaint said the Auditor's Office and Commissioners need to know what type of equipment county departments are receiving to be sure it is insured properly at all times. MOTION, passed Mrs. Toussaint moved and Mr. Wieland seconded to amend Commission Policy Manual to add Section 14.82, Donated Equipment. On roll call vote, motion carried unanimously. County departments have been using a purchase order system for items purchased in excess of $5,000, and Mrs. Johnson was asked to draft a policy to this effect. MOTION, passed Mrs. Toussaint moved and Mr. Ness seconded to amend Commission Policy Manual to add Section 14.83, Purchase Orders. On roll call vote, motion carried unanimously.
