They are currently using <br />personal dive gear. <br /> <br />Mr. Wieland asked if the group is also covered under Minnesota <br />Worker's Compensation, and Mr. Fendt said they are working on that. <br />Mr. Ness suggested tabling this request until a determination is made <br />on whether the coverage applied for by Cass County would cover the <br />group when they are working in the City of Fargo and what coverage <br />applies when they are working in Clay County or the City of Moorhead. <br />Mr. Ellingsberg said coverage is required by a city or county, but not, <br />both. Mr. Ness suggested this be put in writing so everyone knows who <br />is responsible fox' what. Mr. Rudnick doesn't see a problem with <br />putting this in writing and made reference to a mutual aid agreement. <br />Mr. Wieland suggested conditional approval today, and Mr. Rudnick said <br />any contract would have to come back to the commission for approval. <br /> <br />Mrs. Toussaint asked which agencies respond to water-related <br />emergencies, and the Sheriff said his department patrols the Red <br />River. If there is a drowning incident, the Fargo or Moorhead Fire <br />Departments are called. MOTION, passed <br /> Mr. Ness moved and Mr. Wieland seconded that Cass County be <br /> the sponsoring agency for a grant to the North Dakota Game <br /> and Fish Department for diving equipment from Valley Water <br /> Rescue. On roll call vote, motion carried unanimously. <br /> <br />MOTION, passed <br />Mr. Wieland moved and Mr. Eckert seconded that Cass County <br />apply for and provide worker's compensation coverage for <br />Valley Water Rescue Divers, subject to a mutual aid <br />agreement between Cass and Clay Counties, the cities of <br />Fargo, West Fargo and Moorhead. On roll call vote, motion <br />carried unanimously. <br /> <br />EMERGENCY 911; WEED CONTROL BOARD; TAXATION MEETING; EAST CENTRAL <br />COMMISSIONERS ASSOCIATION, Committee reports <br />Mr. Ness reported that two meetings have been held since the last <br />Commission meeting regarding 911 calls, and he believes attitudes have <br />improved about the upcoming dispatch change. <br /> <br />Mr. Ness asked for direction from fellow commissioners on getting <br />information from the Weed Control Officer. At the last Weed Board <br />meeting, Mr. Ness said he asked Wayne Colberg if he receives <br />compensation from the North Dakota Weed Control Association. Mr. <br />Colberg said he doesn't receive a monthly salary. Mr. Ness found out <br />that he does receive $3,500 per year, plus expenses, from the State <br />Association. Also, Mr. Ness has questioned why 40% of Mr. Colberg's <br />time is spent during November through April. <br /> <br />Another concern expressed by Mr. Ness is that the City of Fargo is <br />interested in having the County Weed Board provide services by the <br />weed control officer for a monthly fee, and they anticipate spending <br />$10,000 for these services. Actual spraying would be done by a <br />private contractor to limit the City of Fargo's liability, but the <br /> <br /> <br />
