Comm. Minutes--March 21, 1994 1185

14.

Mr. Eckert asked which vehicle is in better shape, as far as the body
condition and mechanically. He thinks the reserves should use
whichever vehicle they prefer since they volunteer their time to the
department. Sheriff Rudnick said the department planned to dispose
of the suburban because of frequent maintenance on it. Captain Glenn
Ellingsberg, Sheriff's Department, said the suburban needs a new paint
job, it has an electrical problem and it uses oil. With the small
amount of use the ambulance has had, he said it will last much longer
than the suburban. Mr. Risher asked if the ambulance will cost the
county any money if used by the reserves, and the sheriff said the
reserves will fund the paint job.

Mrs. Toussaint asked if the ambulance has been driven since the county
acquired it, and Mr. Ellingsberg said the Air National Guard borrowed
it in February for one week. They insured the vehicle while it was
in their possession. She asked if it is mechanically sound or how
much money it would take to fix it. Mr. Ellingsberg said it is
mechanically sound, but the tires should be changed. He recommended
designating the vehicle for use by the reserves.
MOTION, passed
Mr. Eckert moved and Mr. Wieland seconded to retain the
military ambulance and designate it for the availability of
the Sheriff's Reserve Unit. In further discussion, Mr.
Risher suggested storing the ambulance some place other
than the county parking lot, such as the regional training
center north of the old airport. Sheriff Rudnick said it
will look better after it is painted. Mr. Wieland asked
the Sheriff to park the ambulance in some place other than
the county parking lot if a determination is made that it
should not be here. Again, on costs associated with the
ambulance, Mr. Wieland asked what the county's obligation
will be. The sheriff said costs to the county will be
insurance, gas and oil. Mr. Ness questioned putting money
into a vehicle that the county does not have ownership on,
and the money should be put into something that has resale
value. The sheriff said the vehicle can be transferred to
another law enforcement agency if the reserves are not
happy with it after one year's time. At the call for the
question and on roll call vote, the motion to retain the
vehicle carried with three members voting "Aye;" Mr. Ness
and Mrs. Toussaint opposing.

SHERIFF DEPARTMENT, Worker's compensation for Valley Water Rescue
Divers; grant for equipment
Sheriff Don Rudnick requested Commission approval to spend $240 from
the Sheriff Reserves line item to provide North Dakota Worker's
Compensation coverage for a group of divers who volunteer in water
rescue and recovery efforts.

Peter Fendt was present on behalf of a group of 15 divers, called
Valley Water Rescue, and he explained the group's function and origin.
He said their first objective is to be a rescue team, and they have
done work for Clay County and the Cities of Fargo and Moorhead.
