Comm. Minutes--March 7, 1994 1179 When asked about the cost of the vehicle, Mr. Ellingsberg said the only cost would be liability insurance once the vehicle is driven. The department got the vehicle about two years ago, but no cost has been incurred because it has not been driven since it was acquired. Mrs. Toussaint said the commission should consider adopting a policy when county departments acquire "free" merchandise that may ending up costing the county money. She said acquisition of this vehicle was not authorized by the county commission. MOTION, passed Mr. Wieland moved and Mr. Eckert seconded to adopt a policy in regard to county departments acquiring merchandise, and then see how the military ambulance may or may not fit into the policy. Discussion: Mr. Eckert suggested including a dollar amount in the policy. In the next two weeks, the Sheriff's Department will look for another agency who may be interested in taking the vehicle. At the call for the question and on roll call vote, motion carried unanimously. 27. RESOLUTION #1994-2, Sheriff's Department to charge fee for record checks made prior to people purchasing handguns MOTION, passed Mr. Ness moved and Mrs. Toussaint seconded to adopt Resolution #1994-2 as follows: On roll call vote, motion carried unanimously. BE IT HEREBY RESOLVED by the Cass County Board of Commissioners that the Sheriff of Cass County is hereby authorized, pursuant to Public Law 103-159, 107 Stat. 1536, more commonly known as "The Brady Bill," to assess a reasonable fee of $10.00 against licensed gun dealers for the performance of criminal record checks on individuals purchasing firearms. It is further authorized that the Sheriff of Cass County may enter into any reciprocal agreements with other governmental agencies as may be necessary and practicable to conduct such criminal record checks. BIDS REJECTED, Road Department vehicles As discussed at the Vehicle Policy Committee meeting earlier today, Mr. Berndt recommended rejecting all bids for Road Department vehicle purchases because the bids ranged from 2-7% higher than bids recently received by the State of North Dakota for identical vehicles. He suggested allowing the dealers an opportunity to match the State bids if they wish to do business with Cass County government. MOTION, passed Mr. Ness moved and Mrs. Toussaint seconded to reject all bids for Road Department vehicle purchases at this time, as recommended by the County Engineer. On roll call vote, motion carried unanimously.
