Comm. Minutes--March 7, 1994 1180 29. 30. 31. 32. "TOOL CHEST" LEGISLATIVE BILL, Re-designation of county offices Commissioners asked Bonnie Johnson to study the "tool chest" bill passed by the 1993 Legislative Assembly, and she provided a hand-out titled "Consideration of Re-Designation of County Offices from Elective to Appointive." Mrs. Toussaint said the board of commissioners should decide if they want to review this legislation further, and she suggested surveying current Cass County elected officials for their thoughts on this. Mrs. Johnson was asked to bring this matter to a department head meeting in the near future. VOUCHERS, ApProved Mr. Ness reviewed bills this month and questioned two vouchers from Extension Services. He said one amounted to $49.00 for a staff person to attend a seminar on conflict resolution. Such a seminar was recently held in the Juvenile Justice Center by the Social Services Department and was offered free of charge to other employees. Mr. Ness recommends withholding payment on Voucher #59,069 for purchase of a parent resource packet from Ohio State University. He will request information from Extension Agent Brad Cogdill on the purchase of such an item. MOTION, passed Mr. Ness moved and Mrs. Toussaint seconded to approve Vouchers. No. 58369 through No. 59,362, with the exception of No. 59069 to Ohio State university. On roll call vote, motion carried unanimously. BUILDINGS AND GROUNDS UPDATE, PARK REGIONALIZATION, Committee reports Bonnie Johnson reported that installation of a new generator this winter resulted in an operational savings to the county of $35,000.00. Mrs. Johnson said she inherited a problem with a fuel tank when she took over supervision of maintenance in 1993. Due to a poor-fitting cover, there is about 5" of water in the bottom of the 7,000 gallon fuel tank, but that matter will be resolved this week. Mr. Ness said the maintenance staff did a good job keeping sidewalks cleared of snow this winter. Mr. Eckert attended a meeting of the Kindred Park Board last week regarding a proposed joint powers agreement for a regional park district. He said there are some legal issues involved, and another meeting is scheduled for tonight.
