Minutes--March 7, 1994 1178 <br /> <br />26. <br /> <br />Mr. Eckert said the topic on today's agenda says weed board <br />membership, and Mr. Wieland thinks it is necessary to obtain an <br />opinion on representation from cities having a population over 5,000 <br />if they do not have a levy for county weed control. Mr. Ness <br />suggested seeking the Attorney General's opinion. <br /> MOTION, failed <br /> Mr. Ness moved and Mrs. Toussaint seconded that the <br /> structure of the weed board be one representative from the <br /> City of Fargo, one from the City of West Fargo and five <br /> from the established county commission districts. <br /> Discussion: Mr. Wieland said he cannot support the motion <br /> at this time because he believes the Commission should <br /> first receive the Attorney General's opinion mentioned <br /> above. At the call for the question and on roll call vote, <br /> the motion failed with Mr. Eckert, Mr. Risher and Mr. <br /> Wieland opposing; Mrs. Toussaint and Mr. Ness voting "Aye". <br /> <br />MOTION, passed <br />Mr. Wieland moved and Mr. Eckert seconded to seek an <br />opinion from the State's Attorney and from the Attorney <br />General on the county weed board districts. On roll call <br />vote, motion carried unanimously. <br /> <br />MOTION, passed <br />Mr. Wieland moved and Mr. Eckert seconded to appoint Tom <br />Moores as a sixth member of the Cass County Weed Control <br />Board, representing the City of West Fargo, until such time <br />that the Cass County Commission receives information that <br />the membership must be changed. On roll call vote, motion <br />carried unanimously. <br /> <br />Mr. Ness asked fellow commissioners if they feel he should refrain <br />from questioning the number of hours and how they were spent by the <br />weed officer and other management practices. Mrs. Toussaint believes <br />this needs to be investigated, and Mr. Wieland said other departments <br />under the county's fiscal responsibility provide the county commission <br />with information and Mr. Colberg should be given an opportunity to <br />respond to questions. Mr. Risher believes the secretary at weed board <br />meetings should be someone other than the weed control officer. <br />Mr. Eckert said that is a determination of the Weed Board to have <br />Mr. Colberg serve as the board's secretary. <br /> <br />SHERIFF DEPARTMENT, Future of military ambulance delayed <br />Glenn Ellingsberg from the Sheriff's Department explained how the <br />department acquired the military ambulance which is parked at the <br />Juvenile Justice Center parking lot. The intent is to have it <br />available for use by the reserve program during the summer months at <br />the fairgrounds and for water patrol and emergency rescue operations. <br />There was a place for it in the Sheriff's Department vehicle fleet <br />when it was acquired. <br /> <br />Mr. Ness said the Vehicle Policy Committee met earlier today and <br />discussed this vehicle. Sheriff Rudnick indicated that another agency <br />in the county may be able to use it. Mr. Ellingsberg said it would <br />have to be used by another law enforcement agency. <br /> <br /> <br />
