Minutes--January 3, 1994 1158 19. 20. the water resource districts feel they are a total and separate entity, and this is an example of someone who does not wish to consult with the county commission. He provided copies of a resolution from William Thompson, President of the Cass County Township Officers Association, showing his attitude toward the county commission. Therefore, Mr. Ness supports the appointment of Mark Andrews III to the Rush River Water Resource Board. Mr. Wieland said Mr. Andrews owns land in the Rush River WRD but does not live there. The State's Attorney determined that the appointee must be a resident landowner of the district in order to be eligible for appointment. Mr. Wieland said change is needed at times, and he suggested considering a policy on term limitation. Mr. Eckert said he is not opposed to change but thinks there will be a problem with getting people to serve on boards. Those boards may not be necessary, Mr. Wieland said. Mr. Risher asked Mr. Wieland and Mr. Eckert to meet with the State's Attorney and County Coordinator to draft term limitation policy, if that is legal. At the call for the question and on roll call vote, the motion carried with Mr. Wieland, Mr. Eckert and Mr. Risher voting "Aye," Mr. Ness and Mrs. Toussaint opposing. VOUCHERS, Approved Mr. Eckert reviewed bills this month and had his questions answered by the County Auditor's Office. MOTION, passed Mr. Eckert moved and Mr. Wieland seconded that Vouchers No. 56,401 through No. 57,325 be approved and ordered paid. On roll call vote, motion carried unanimously. RED RIVER VALLEY FAIRGROUNDS CAMPSITE, GOVERNOR'S MEETING, SUPERINTENDENT OF SCHOOLS OFFICE, TROLLWOOD PERFORMING ARTS TRANSITION TEAM, Committee reports The State's Attorney plans to talk to the board in the near future about correspondence concerning the campsite at the Red River Valley Fairgrounds. Mr. Risher said he will meet with Mr. Goff on this matter after two other committee meetings on January 10th. Mr. Wieland said he was chosen as one of four county commissioners in the state to meet with Governor Edward T. Schafer in Bismarck on January 19, 1994, to discuss county issues. County Coordinator Bonnie Johnson will send a memo to all department heads inviting input before Mr. Wieland's meeting with the Governor. Mr. Montplaisir reported that the County Superintendent of Schools office will be moved to the Auditor's Office this week. Mr. Risher will serve on a transition team for the Trollwood Performing Arts School, at the request of Charles E. Bailly.
