Minutes--January 3, 1994 1158 <br /> <br />19. <br /> <br />20. <br /> <br />the water resource districts feel they are a total and <br />separate entity, and this is an example of someone who does <br />not wish to consult with the county commission. He provided <br />copies of a resolution from William Thompson, President of <br />the Cass County Township Officers Association, showing his <br />attitude toward the county commission. Therefore, Mr. Ness <br />supports the appointment of Mark Andrews III to the Rush <br />River Water Resource Board. Mr. Wieland said Mr. Andrews <br />owns land in the Rush River WRD but does not live there. <br />The State's Attorney determined that the appointee must be <br />a resident landowner of the district in order to be <br />eligible for appointment. Mr. Wieland said change is <br />needed at times, and he suggested considering a policy on <br />term limitation. Mr. Eckert said he is not opposed to <br />change but thinks there will be a problem with getting <br />people to serve on boards. Those boards may not be <br />necessary, Mr. Wieland said. Mr. Risher asked Mr. Wieland <br />and Mr. Eckert to meet with the State's Attorney and County <br />Coordinator to draft term limitation policy, if that is <br />legal. At the call for the question and on roll call vote, <br />the motion carried with Mr. Wieland, Mr. Eckert and Mr. <br />Risher voting "Aye," Mr. Ness and Mrs. Toussaint opposing. <br /> <br />VOUCHERS, Approved <br />Mr. Eckert reviewed bills this month and had his questions answered <br />by the County Auditor's Office. MOTION, passed <br /> Mr. Eckert moved and Mr. Wieland seconded that Vouchers No. <br /> 56,401 through No. 57,325 be approved and ordered paid. On <br /> roll call vote, motion carried unanimously. <br /> <br />RED RIVER VALLEY FAIRGROUNDS CAMPSITE, GOVERNOR'S MEETING, <br />SUPERINTENDENT OF SCHOOLS OFFICE, TROLLWOOD PERFORMING ARTS TRANSITION <br />TEAM, Committee reports <br />The State's Attorney plans to talk to the board in the near future <br />about correspondence concerning the campsite at the Red River Valley <br />Fairgrounds. Mr. Risher said he will meet with Mr. Goff on this <br />matter after two other committee meetings on January 10th. <br /> <br />Mr. Wieland said he was chosen as one of four county commissioners in <br />the state to meet with Governor Edward T. Schafer in Bismarck on <br />January 19, 1994, to discuss county issues. County Coordinator Bonnie <br />Johnson will send a memo to all department heads inviting input before <br />Mr. Wieland's meeting with the Governor. <br /> <br />Mr. Montplaisir reported that the County Superintendent of Schools <br />office will be moved to the Auditor's Office this week. <br /> <br />Mr. Risher will serve on a transition team for the Trollwood <br />Performing Arts School, at the request of Charles E. Bailly. <br /> <br /> <br />
