Eckert said the Cass County Need Control Board passed a motion at <br />their last meeting requesting that the Cass County Commission declare <br />the Need Control Officer be classified as a county employee. <br /> <br />State's Attorney John Goff referred to an Attorney General's Opinion, <br />dated March 12, 1993, concerning employment status of the county weed <br />board members, the county weed control officer, and others employed <br />by the weed control officer. Hr. Goff said the Attorney General's <br />opinion indicates that a factual analysis could result in a finding <br />that the weed control officer is an employee of the county, and <br />Hr. Goff believes the county can designate the weed control officer <br />as a county employee if they want to do that. <br /> <br />Mr. Ness said it was his understanding to seek input from the <br />Personnel Overview Committee, and Mr. Eckert said that was discussed <br />but the decision must be made by the County Commission. MOTION, passed <br /> Mrs. Toussaint moved and Mr. Eckert seconded to refer the <br /> above matter to the Personnel Overview Committee for review <br /> and a recommendation back to the County Commission. On <br /> roll call vote, motion carried unanimously. <br /> <br />FLEET VEHICLE POLICY, Paragraph 5 not adopted <br />The Commission adopted a fleet vehicle policy on December 20, 1993, <br />with the idea that paragraph B-5 would be finalized at a later date. <br />Mr. Ness said this section relates to who can take vehicles home. <br /> MOTION, failed <br /> Mr. Ness moved and Mrs. Toussaint seconded to adopt <br /> paragraph B-5 in the Fleet Vehicle Policy specifying that <br /> the only vehicles to be taken home by Sheriff's Department <br /> employees will be 10 marked vehicles and one drug van. <br /> Discussion: Sheriff Rudnick presented a memo dated today, <br /> in which he outlined the history of take-home vehicles in <br /> his department. He requested that the Commission allow him <br /> to determine the number of take-home vehicles because off- <br /> duty deputies are subject to call when a situation warrants <br /> it. He plans to do a cost-analysis to see if reducing more <br /> vehicle numbers is cost-effective because the fleet was <br /> recently reduced from 30 to 28, he said. At the call for <br /> the question and on roll call vote, the motion failed with <br /> Hrs. Toussaint and Mr. Ness voting "Aye;" Hr. Wieland, Mr. <br /> Eckert and Mr. Risher opposing. Mr. Risher said he wants <br /> to meet with Mr. Ness and Sheriff Rudnick after the Space <br /> and Planning meeting on January 10th to discuss take-home <br /> vehicles. <br /> <br />COMMISSION POLICY MANUAL AMENDED, Section 4.00, Advisory Boards--Rush <br />River Water Resource District MOTION, passed <br /> Mr. Eckert moved and Mr. Wieland seconded to appoint <br /> William Thompson of Page, ND to another three-year term on <br /> the Rush River Water Resource District (WRD). <br /> Discussion: Mr. Ness thinks the county should appoint new <br /> people who show an interest in serving on boards.
